This bill expands access to experimental controlled substances for terminally ill patients and accelerates the federal rescheduling process for drugs showing promise in treating serious mental health conditions. It amends the Right to Try law to allow eligible patients to use investigational psychedelic and other controlled drugs outside standard clinical trials without federal legal consequences. The bill requires the Attorney General to initiate rescheduling proceedings for Schedule I drugs that successfully complete Phase 3 clinical trials for mental health treatment and specifically mandates a decision within 60 days on moving ibogaine from Schedule I to Schedule II. Additionally, the Veterans Affairs Secretary must report to Congress within 180 days on how the government is implementing efforts to accelerate mental illness treatments. The legislation aims to streamline patient access to potentially beneficial experimental treatments while reducing regulatory barriers for drugs demonstrating clinical effectiveness.
