The Shandra Eisenga TB Study Act of 2026 directs the Secretary of Health and Human Services to conduct a comprehensive study on whether a standardized test can be developed to detect tuberculosis in tissue from deceased donors. This study is intended to improve safety in organ and tissue transplantation by better screening donors and protecting the integrity of the donation system. The Secretary must complete the study within two years and consult with the National Institutes of Health, Centers for Disease Control and Prevention, Food and Drug Administration, and relevant stakeholders like organ procurement organizations and tissue banks. The Secretary will then submit a report to Congress within three years describing findings and recommendations for developing and implementing such a test, including any regulatory or legislative changes needed. Funding for the study from fiscal years 2027 through 2031 will come from existing appropriations to the Department of Health and Human Services, subject to availability.
