H.R. 9579, the Department of Homeland Security Office for Civil Rights and Civil Liberties Authorization Act, strengthens DHS's civil rights oversight by establishing and empowering an Officer for Civil Rights and Civil Liberties who reports directly to the Secretary. The Officer will have broad authority to investigate complaints of abuse or profiling, review department policies for civil rights impacts, and make recommendations to leadership, with all DHS components required to provide necessary resources and support. The bill mandates that each major DHS operational component maintain dedicated civil rights officers and ensure the Office can effectively perform its duties. Beginning June 30 of the year following enactment, the Office must submit annual reports to Congress detailing civil rights assessments, community outreach efforts, diversity and employment activities, and staffing levels. The Government Accountability Office must also review the Office's implementation within two years of the bill's enactment to assess compliance and effectiveness.
