The Extreme Temperatures Injustice in Prisons Act of 2026 requires the Bureau of Prisons to upgrade heating, ventilation, and air conditioning systems in all federal correctional facilities within five years and install temperature monitoring devices in every occupied space, including prison cells. The bill mandates that the Bureau develop and enforce temperature standards to prevent heat and cold-related illnesses among incarcerated people and staff, provide free cooling and warming items like fans and blankets when temperatures reach dangerous levels, and conduct seasonal training for staff on recognizing temperature-related health emergencies. The Centers for Disease Control and Prevention must study extreme temperatures in federal prisons and develop guidelines to protect vulnerable populations such as elderly inmates and those with medical conditions. The bill requires the Bureau to submit biennial reports to Congress on upgrade costs and progress, and annual reports on temperature-related illnesses and deaths, while the Department of Justice Inspector General will conduct yearly inspections of temperature systems. Congress is authorized to appropriate whatever funds are necessary for the Bureau of Prisons to complete these upgrades between fiscal years 2026 and 2031.
