Under this program, NASA can enter into agreements with commercial partners to fund specific capital projects like roadway repairs and facility upgrades that benefit multiple users at these centers. Companies that contribute funds will receive detailed cost estimates upfront, final accounting of project costs upon completion, and refunds of any unexpended contributions within 90 days of project completion. NASA must provide annual reports to Congress detailing spending from both government and industry sources and submit milestone updates every two years on the pilot program's progress. The program's authority to collect voluntary contributions expires on December 31, 2031, though existing agreements will remain valid beyond that date.
