The FACT Pilot Program Act directs the Department of Health and Human Services to establish a five-year grant program funding the expansion of forensic assertive community treatment teams in states and localities that already operate these programs. Forensic assertive community treatment teams provide round-the-clock mental health care, addiction treatment, vocational training, and housing assistance to people with serious mental illness who are involved with the criminal justice system, delivered by multidisciplinary teams that include psychiatrists, substance abuse specialists, criminal justice partners, and peer specialists with lived experience. The bill authorizes open-ended funding for the grants themselves across fiscal years 2027 through 2032, while allocating $1.5 million to the National Academies of Sciences, Engineering, and Medicine to conduct a study developing effectiveness metrics, identifying implementation frameworks for new programs, and analyzing cost savings and benefits. The National Academies must submit their findings to Congress within 18 months of the bill's enactment, and the Secretary must publish and distribute the report to state and local governments within 60 days of receiving it. This legislation targets individuals with mental health and substance use disorders who have contact with law enforcement, courts, or correctional systems at any stage from arrest through community supervision.
