The Good Jobs for Good Airports Act requires employers at small, medium, and large hub airports to pay covered service workers—including baggage handlers, ticketing agents, security personnel, food service workers, and cleaners—a minimum wage and fringe benefits based on standards set under the federal Service Contract Act. Covered employers must certify monthly that they comply with these wage and benefits requirements and must pay whichever is higher: the federal prevailing wage determination issued by the Department of Labor or applicable state and local minimum wage laws. The bill gives the Department of Labor 120 days to issue wage determinations for different classes of airport service workers and authority to enforce wage and benefits compliance, while the Department of Transportation enforces certification requirements and can impose civil penalties up to three times the standard amount for violations. The legislation also allows workers and interested parties to sue employers in federal court to enforce these standards and does not prevent states or localities from requiring even higher wages or better benefits for these workers.
