The Helping More Families Save Act establishes a pilot program to help low-income families build savings while receiving federal housing assistance. The Department of Housing and Urban Development will select up to 25 housing agencies or property owners to participate, serving no more than 5,000 families who receive rental assistance under Section 8 or public housing programs. When these families' rent increases because their earned income goes up, the agencies will deposit that additional rent amount into interest-bearing escrow accounts on the families' behalf. Families can withdraw these savings after five to seven years (or earlier in certain circumstances like leaving welfare or achieving self-sufficiency goals), providing a financial cushion to help them gain economic independence. The pilot program runs for 10 years, with $5 million authorized for technical assistance and evaluation, and requires a comprehensive study to be submitted to Congress by 2033 to measure the program's effectiveness.
