The restrictions would apply only to people outside the United States who do not already hold valid visas as of the bill's enactment date, with exceptions for lawful permanent residents, dual nationals, government officials, athletes competing in major sporting events, and certain special immigrants. The Secretary of Homeland Security could waive the prohibition on a case-by-case basis if entry would serve a critical national interest, such as when individuals need to testify as witnesses in criminal proceedings. The bill requires the Secretary of State to report to Congress every 180 days on whether the prohibition should continue, be modified, or be supplemented.
