The FLOWS Act of 2026 establishes a federal grant program administered by the Environmental Protection Agency to help rural water systems adopt digital technologies that improve operations and efficiency. Eligible recipients include publicly owned water and wastewater utilities serving rural areas with fewer than 3,300 people, as well as state and tribal governments applying on their behalf. The grants can fund the design, construction, and maintenance of digital monitoring systems, staff training, and cybersecurity protections for water infrastructure, with priority given to the smallest and most economically disadvantaged communities. The legislation authorizes fifty million dollars annually for fiscal years 2027 through 2031 to support these projects. By December 31, 2030, the Government Accountability Office must complete a study and submit a report to Congress examining the program's impact on water loss reduction, infrastructure efficiency, project costs, and affordability of water services in rural areas.
