The RESILIENCE Act of 2026 establishes a pilot training program run by the Cybersecurity and Infrastructure Security Agency to teach state, local, tribal, and territorial government officials how to conduct security vulnerability and terrorism risk assessments of critical infrastructure facilities. The bill requires the agency to complete this one-year pilot program within twelve months of enactment and submit a report to Congress within six months after the program ends. Additionally, the bill directs the agency to create and maintain clearinghouses where critical infrastructure owners, operators, and nonprofit organizations can access security guidance and best practices, and requires the agency to publish annual reports on how it conducts outreach to critical infrastructure sectors across different regions. The legislation exempts the program from paperwork reduction requirements and clarifies that nothing in the bill modifies existing federal civil rights protections for people with disabilities or other protected groups.
