This bill establishes new documentation and reporting requirements for major acquisition programs at the Department of Homeland Security. Under the legislation, DHS must maintain comprehensive acquisition documentation for any program estimated to cost $300 million or more over its lifetime, including performance requirements, cost estimates, schedules, and logistics plans. The bill requires DHS to notify Congress within 30 days of any "breach" of a major acquisition program, defined as a cost overrun exceeding 15 percent, a delay of more than 180 days, or failure to meet key performance thresholds. When breaches involve cost overruns greater than 20 percent or delays exceeding 12 months, DHS must provide additional analysis assessing whether the project remains essential and whether alternatives exist. The legislation applies to all DHS acquisition pathways and directs the agency to follow best practices identified by the Comptroller General when preparing cost estimates and schedules.
