119th (2025–2027)
H.R. 9913
The Safe Sips Act of 2026 requires the federal government to establish a uniform color-coding system for beverages containing intoxicating substances including alcohol, THC, cannabinoids, and kratom products. Manufacturers must apply a single designated color at the dispensing point of all such drinks, with non-color identifiers like text or symbols added for accessibility to consumers who are blind or colorblind. The law applies to manufacturers, distributors, and retailers, who must comply with the system and provide consumer information about it, while prohibiting the use of the designated color on non-intoxicating drinks to prevent confusion. Federal agencies have two years from enactment to issue regulations, and the requirements take effect four years after the law is passed. The legislation preempts state and local laws on this issue and establishes civil penalties for non-compliance, though it does not affect other federal authorities over controlled substances or intoxicating beverages.
