The NEWBORN Act authorizes $10 million per year from 2025 through 2029 to fund infant mortality reduction pilot programs in the nation's 50 counties with the highest infant mortality rates. The bill directs the Health Resources and Services Administration to award grants to county health departments, tribal health departments, and other eligible entities to create and implement comprehensive programs addressing infant mortality causes including birth defects, preterm birth, sudden infant death, and maternal complications. Funded programs can include outreach to at-risk mothers, prenatal and postpartum care, counseling services, treatment programs for substance abuse and smoking cessation, rural health initiatives, and public education campaigns. Grant recipients must submit annual reports on their program outcomes and progress, with an evaluation limit of 10 percent of funds for program assessment. The pilot grants will run for up to five years and focus on addressing the specific health needs identified in each community served.
