This House resolution makes several procedural changes to strengthen member input and accountability within the chamber. First, it revises the Code of Official Conduct to require House members, officers, and employees to follow both the spirit and letter of House rules, not just technical compliance. Second, it restricts when the Speaker can allow a vote to suspend House rules by limiting it to Mondays, Tuesdays, Wednesdays, and the final six days of a congressional session, while also requiring a two-thirds majority for suspension and limiting debate on such motions to 40 minutes. Finally, it directs the House Clerk to install clocks showing all U.S. time zones in the House Chamber so members can see the real time across the country while conducting business. The resolution contains no specific funding amounts and would take effect upon adoption. These changes aim to give individual members more voice in House operations and prevent leadership from circumventing normal procedures.
