Who's In the Race
Democrat Lois Frankel faces Republican Deborah Adeimy in the November 3 general election in Florida's 23rd District. The seat is open because its previous holder, Rep. Jared Moskowitz (D-FL), ran for District 25 under a new congressional map that took effect for Florida's 2026 House elections. Under the new map, Rep. Lois Frankel, who previously represented the 22nd District, ran in District 23.
Frankel has served in Congress since 2013, representing Palm Beach County, and previously served 14 years in the Florida Legislature, where she became its first woman Democratic Minority Leader, and eight years as mayor of West Palm Beach beginning in 2003. She won the Aug. 18 Democratic primary with about 75% of the vote over runner-up Victoria Doyle.
What They Stand For
Frankel has proposed reducing costs for groceries, prescription drugs, housing and health care, according to her campaign website. She's also supported protecting Social Security and Medicare from privatization; capping insulin and out-of-pocket drug costs for seniors; protecting abortion rights and reproductive health care, including the Women's Health Protection Act; strengthening voting-rights protections; and expanding ballot access, including vote-by-mail.
Adeimy has proposed "aggressive bold actions" to address inflation, arguing that government spending drove rising prices and that people spend their own earnings better than government does, according to her campaign website. She's also supported legal immigration while opposing what she calls "illegal and forced entry" and an "open border strategy," protecting Florida's water systems from development pressures, including solutions for waterways, phosphates and drainage around Lake Okeechobee, affordable health care through cooperation between insurers and drug manufacturers, and U.S. leadership in space exploration and defense.
The Money Behind the Race
Through July 29, 2026, Lois Frankel had raised about $2.3 million and held about $1.2 million in cash on hand, while no fundraising figures for Adeimy are available. Outside groups have spent about $152,000 supporting Frankel, with no recorded spending opposing her or backing Adeimy; Protect Progress accounts for nearly all of it, at about $151,713.
Race Outlook: Ratings and Betting Markets
Cook Political Report rated the race Solid Democratic as of Oct. 9; Sabato's Crystal Ball rated it Solid Democratic as of Oct. 11; and Inside Elections rated it Solid Democratic as of Oct. 2. On Kalshi, traders gave Democrats a 93.48% chance of winning as of Oct. 15.
The district's previous Democratic winner, Jared Moskowitz, took about 52% of the vote in both 2022 and 2024, competitive margins in a state Trump carried with 56.1% in 2024. Donald Trump carried Florida in the 2024 presidential election with about 56% of the vote. Republicans won 20 of Florida's 28 U.S. House seats in both 2022 and 2024, with Democrats holding the remaining eight. Despite those statewide Republican margins, all three major forecasters still rate the 23rd District race Solid Democratic heading into November.
