Who's In the Race
Democrat Jared Moskowitz faces Republican Scott Singer, Libertarian Peter Jassenoff, and no-party candidate Michaelangelo Hamilton in the November 3 general election in Florida's 25th District.
The seat is open: the prior holder, Rep. Debbie Wasserman Schultz (D-FL), left to run for Florida's 20th District after a new congressional map dismantled the 25th. Florida adopted the redrawn district boundaries for 2026, according to Ballotpedia.
Moskowitz is a sitting U.S. representative first elected in 2022 who serves on the House Judiciary and Foreign Affairs committees; before Congress, he served in the Florida House, on the Broward County Commission and as Florida's Director of Emergency Management.
Singer served three terms as mayor of Boca Raton; he is a lawyer and small-business owner who graduated from Harvard University and Georgetown Law, according to his campaign website.
Moskowitz won the August 18 Democratic primary with about 64 percent of the vote over runner-up Oliver Larkin. Singer won the August 18 Republican primary with 31.4 percent of the vote, ahead of runner-up George Moraitis at 27.4 percent.
What They Stand For
Moskowitz has proposed lowering South Florida's cost of living, including property-insurance premiums and prescription-drug prices, according to his campaign website. He's also supported:
- Opposing cuts or privatization of Social Security and Medicare,
- School safety and gun-violence prevention, pointing to the bipartisan Florida law he helped craft after the 2018 Parkland shooting,
- Protecting reproductive freedom; and
- Supporting Israel and combating antisemitism.
Singer has proposed keeping taxes and costs low, opposing tax-rate increases and reducing federal spending, according to his campaign website. He's also supported:
- Securing the border, enforcing immigration law and backing local law enforcement,
- A strong military and national defense, and standing with Israel,
- Protecting Second Amendment rights while focusing on enforcement of existing laws and mental-health treatment; and
- Banning members of Congress from trading stocks.
Hamilton has backed reducing inflation, expanding small-business access to capital, stronger border enforcement, and increasing housing supply, his campaign website says.
The Money Behind the Race
Through July 29, Scott Singer had raised about $2.3 million, but he carries about $579,000 in debt, more than a quarter of his receipts, leaving him about $485,000 in cash on hand, according to Federal Election Commission filings, while Libertarian Peter Jassenoff reported about $10,500 in receipts and just $60 cash on hand as of June 30.
Outside groups have spent about $905,000 supporting Singer and about $560,000 supporting Moskowitz in completed independent expenditures, according to FEC filings; Defending Our Values PAC is the largest pro-Singer spender at about $746,000.
Race Outlook: Ratings and Betting Markets
Cook Political Report rated the race a Toss-up as of October 9; Sabato's Crystal Ball rated it Lean Democratic as of October 11; and Inside Elections rated it a Toss-up as of October 2. On Kalshi, traders gave Democrats, whose nominee is Moskowitz, an 80.2% chance of winning as of October 16.
Debbie Wasserman Schultz, a Democrat, won Florida's 25th U.S. House District with about 55 percent of the vote in 2022 and about 54 percent in 2024. Republicans held a 20-to-8 advantage in Florida's U.S. House delegation in both 2022 and 2024.
Donald Trump carried Florida with about 56 percent of the vote in the 2024 presidential election. Trump carried Florida with 56 percent in 2024, and Republicans hold 20 of its 28 House seats, which makes the redrawn 25th District's toss-up or lean-Democratic ratings notable.
