Who's In the Race

Louisiana's 2nd U.S. House District race features five candidates, including incumbent Rep. Troy Carter (D-LA), Renada "Honey" Collins and Walter "Rocky" Beach, both listed as No Party; Republican Peter Williams; and Libertarian Lisa Ballay. All five candidates will appear on the Nov. 3 open-primary ballot. A candidate who receives a majority wins the seat; otherwise, the top two advance to a Dec. 12 runoff.

What They Stand For

Troy Carter has supported student-debt relief, reproductive rights, and expanding access to affordable health care. He has also promoted federal investment in the Port of New Orleans as an economic-development strategy. During the COVID-19 pandemic, Carter's campaign proposed $2,000 relief checks for people earning less than $75,000 annually.

Renada Collins has emphasized using her business background to support small businesses and economic development. She has also advocated housing stability, community land trusts and sustainable development.

Race Outlook: Ratings and Betting Markets

The Cook Political Report rated the district "Solid Democratic" in its Sept. 25 House ratings. Sabato's Crystal Ball and Inside Elections have also classified the district as Solid Democratic. The prediction market Kalshi also maintains a market on which party will win the district. For broader political context, Donald Trump won Louisiana statewide in the 2024 presidential election with 60.2% of the vote.
