The Winner

If you live in Pennsylvania’s 5th Congressional District, Rep. Mary Gay Scanlon (D-PA) will represent you for a fifth full term. The Associated Press called the race for Scanlon about 45 minutes after polls closed on Tuesday, Nov. 3, Patch reported.

Scanlon had 72.1% of the vote to Republican Nick Manganaro’s 27.9%, with about 99% of the vote counted, according to NBC News’ results. That’s a lead of about 44 points, and it keeps the seat in Democratic hands.

The Race

Manganaro, an investor and retired financial professional who spent decades in risk analysis at firms including BlackRock and JPMorgan Chase, won the Republican nomination unopposed, Billy Penn reported. Scanlon also had no primary opponent. Cook Political Report and Inside Elections rated the race Solid Democratic, and Sabato’s Crystal Ball rated it Safe Democratic, according to Ballotpedia’s race page.

Scanlon’s lead is wider than in 2024, when Ballotpedia’s results show she beat Republican Alfe Goodwin 65.2% to 34.6%. The district includes all of Delaware County, southwestern Philadelphia and slivers of Montgomery and Chester counties, Patch reported. About 765,000 people live there, and the typical household earns about $87,000 a year.

About 42% of adults hold at least a bachelor’s degree. About 59% of residents are white, about 24% are Black, about 7% are Asian and about 7% are Hispanic. The unemployment rate is about 7%, and about 11% of residents live below the poverty line.

What’s Next

Scanlon’s new term begins Jan. 3, 2027, and the results stay unofficial until Pennsylvania certifies them. In a Pennsylvania Capital-Star voter guide, she said that under a Democratic Congress she would prioritize “rolling back the cuts” Republicans made to programs such as Medicaid, food assistance and cancer research.
