What Happened?
Global cybersecurity threats are increasing. On Tuesday, Sept. 15, the House Energy and Commerce Subcommittee on Health reviewed 14 bills in a public hearing covering two issues that affect nearly every American with health insurance: how Medicare pays doctors and hospitals, and how well the health care system defends itself against cyberattacks. The committee scheduled the session under the title "Examining Legislative Proposals To Reform Medicare Provider Payment And Bolster Health Care Cybersecurity," and Rep. Morgan Griffith (R-VA) was scheduled to lead it. [](#ngr-c57c4e84-f805-4b6e-be6f-1cd48208f9f0)
Why Does it Matter to Me?
Medicare covers roughly one in five Americans, including most people 65 and older and millions with disabilities. How the program pays doctors and hospitals shapes which providers accept Medicare patients and what services are available in your area. When hospitals and clinics get hit by ransomware or data breaches, patient records are exposed, and care can be delayed. The bills under review could change the rules hospitals and health systems must follow to protect that data.
Both Sides, Now
The broader debate over Medicare payment is active across party lines. Rep. Suzan DelBene (D-WA) called in early September for Congress to act on reducing health insurance paperwork, arguing that voluntary commitments from the industry fall short. The hearing was organized under Republican leadership, with Republicans holding power in both chambers of Congress and the presidency, and their appointees retaining a supermajority on the Supreme Court. The subcommittee can examine bills, take testimony, and recommend changes, but it cannot pass legislation on its own without a full vote in the House of Representatives.
What Happens Next?
Any bill that advances there faces another hurdle: a vote on the full House floor. Changes to Medicare payment rules could affect reimbursement rates for millions of provider visits annually, while new cybersecurity standards could require hospitals to invest in upgraded defenses.
