Who's In the Race

Democrat Stefany Shaheen and Republican Anthony DiLorenzo will face each other in New Hampshire's 1st U.S. House District this fall. Shaheen won the Democratic primary on Sept. 8 with 37.3 percent of the vote; DiLorenzo took the Republican primary the same day with 51 percent. The seat is open since Rep. Chris Pappas, is running for Senate rather than seeking election. The general election will take place on Nov. 3.

What They Stand For

Shaheen says she would protect and expand access to health care, arguing that recent cuts to health care are funding wars, immigration enforcement, and corporate tax breaks. She also says tariffs are harming small businesses.

DiLorenzo supports common-sense immigration reform and protecting women's sports and locker rooms. He supports expanding vocational training and STEM education. On abortion, DiLorenzo opposes federal legislation and says the issue should be left to New Hampshire law.

Race Outlook: Ratings and Betting Markets

Democrat Chris Pappas carried the district in both 2022 with 54 percent and 2024 with about 52.5 percent. In the 2024 presidential race, Kamala Harris carried New Hampshire with about 50.4 percent of the vote.

The Cook Political Report rates the race "Likely Democratic" as of Sept. 25, 2026; Sabato's Crystal Ball rates it "Lean Democratic" as of Sept. 29; and Inside Elections rates it "Lean Democratic" as of Oct. 2. The consensus rating across those outlets, as of Oct. 2, is "Likely Democratic."

On the Kalshi prediction market, as of Oct. 5 the Democratic candidate holds a 92.98 percent implied probability of winning, compared to 7.02 percent for the Republican.
