Who's In the Race

Rep. George Latimer (D-NY) faces Republican Joseph Cinquemani and an independent candidate in the November 3 general election in New York's 16th District. The race uses a standard ballot format.

Latimer has represented the district since 2025, after serving as Westchester County Executive from 2018 and before that in the New York State Assembly and Senate.

Cinquemani's campaign biography describes him as a New Rochelle attorney who practices real estate, business transactions, and succession planning, and says he has lived in New Rochelle and Pelham Bay for 30 years.

Ballotpedia says both the Democratic and Republican primaries were canceled on June 23, with Latimer and Cinquemani each advancing unopposed.

What They Stand For

Latimer has proposed protecting reproductive freedom and opposing a national abortion ban, according to his campaign website. He's also supported:

  • Investment in roads, bridges, mass transit and resilient stormwater and sewer systems,
  • Common-sense gun reforms, including an assault weapons ban and universal background checks,
  • U.S. support for Ukraine and Israel, a two-state solution and NATO; and
  • Protecting Medicare and Social Security from privatization and seeking to expand benefits.

Cinquemani has called for an across-the-board 10 percent reduction in federal spending, saying on his campaign website he would "go to Washington to cut the budget by 10%." He also proposes:

  • Recommissioning Indian Point as a hub for small modular reactors and supporting expanded domestic drilling to lower energy costs,
  • Letting markets, not the Federal Reserve, determine interest rates and monetary policy; and
  • Exempting income up to the federal poverty line from federal income-tax withholding and promoting union apprenticeships as an alternative to a four-year college degree.

The Money Behind the Race

Through June 30, incumbent George Latimer had raised about $514,000 and held about $101,000 in cash on hand, while Republican challenger Joseph Cinquemani had reported no receipts.

Race Outlook: Ratings and Betting Markets

Cook Political Report rated the race Solid Democratic as of Oct. 9; Sabato's Crystal Ball rated it Solid Democratic as of Oct. 11; and Inside Elections rated it Solid Democratic as of Oct. 2. On Kalshi, traders gave Democrats, whose nominee is Latimer, a 90.05% chance of winning as of Oct. 15.

Jamaal Bowman won it for Democrats in 2022 with about 57% of the vote, and Latimer took about 66% in 2024, an increase of more than eight percentage points. Democrats have dominated New York's congressional delegation in both recent cycles, winning 18 of the state's 26 U.S. House seats in 2022 and 19 in 2024. In the 2024 presidential race, Democrat Kamala Harris carried New York with about 55% of the vote.
