Who's In the Race
Republican Mike Kennedy and Democrat Jonny Larsen are the nominees for Utah's 4th Congressional District, an open seat because Rep. Burgess Owens is not running for re-election. Kennedy is a family physician and attorney who served in Utah's state legislature. Larsen is a U.S. Marine Corps veteran.
What They Stand For
Kennedy says he wants to lower costs for families, restore fiscal discipline and accountability in Washington, secure the border, and strengthen American energy production. He describes his overall approach as focused on limited government, fiscal responsibility, and protecting individual liberty.
Larsen describes his campaign as standing with working families and emphasizes "dignity, integrity, and solidarity," according to his campaign website.
Race Outlook: Ratings and Betting Markets
Three major race-rating services all call this contest solidly in the Republican column. The Cook Political Report rated the race "Solid Republican" as of Sept. 25; Sabato's Crystal Ball rated it "Solid Republican" as of Sept. 29; and Inside Elections rated it "Solid Republican" as of Oct. 2.On Kalshi, the prediction market gave Kennedy a 94 percent chance of winning and Larsen a roughly six percent chance, as of Oct. 5.
The district has backed Republicans in each of the last two cycles: Burgess Owens won with 61 percent in 2022 and 63 percent in 2024. The data lists five records in which the winning candidate's party was Republican. Donald Trump carried Utah in the 2024 presidential election with about 59 percent of the vote.
Voters in Utah's 4th District should check the Utah Lieutenant Governor's Elections Office for the voter-registration deadline, early-voting dates and hours, and Election Day polling hours for the Nov. 3 general election. As of Oct. 5, those details had not been verified from the official source; county clerks in the counties that make up the district may also set their own early-voting locations and hours, so voters should check their county clerk's election page as well.
