Independent Cooke Costa Harvey registered with the Federal Election Commission to run in Virginia's 5th congressional district but has not reported campaign financial activity for the 2026 cycle. The FEC lists Cooke C. Harvey for Congress as Harvey's principal campaign committee but does not currently display receipts, disbursements, or cash-on-hand figures for the committee.
Harvey is seeking a seat currently held by Rep. John McGuire (R-VA), who won the Republican primary Aug. 4 and will face Democratic nominee Tom Perriello in the Nov. 3 general election.
Candidate Ranking
Perriello leads the principal candidates in Virginia's 5th congressional district in reported fundraising. His campaign reported $2,140,402 in total receipts through July 15 and $1,511,291 in cash on hand, according to FEC records.
McGuire reported approximately $1.78 million in total receipts through July 15 and about $524,000 in cash on hand. The two candidates emerged from contested Aug. 4 primaries and will face each other in November.
Incumbents vs. Challengers
McGuire is the incumbent in Virginia's 5th congressional district, while the FEC classifies Perriello and Harvey as challengers.
Perriello has outraised McGuire during the 2026 cycle, reporting about $2.14 million in receipts compared with McGuire's roughly $1.78 million through July 15. Perriello also entered the post-primary period with nearly three times as much cash available, reporting about $1.51 million compared with McGuire's approximately $524,000.
