Who's In the Race

Rep. Marilyn Strickland (D-WA) faces Republican Chris D. Chung in the Nov. 3 general election in Washington's 10th Congressional District. Washington uses a top-two primary, in which the two candidates with the most votes advance to the general election regardless of party.

Strickland has represented the district since 2021, previously serving as mayor of Tacoma from 2010 to 2018 and then as CEO of the Seattle Metropolitan Chamber of Commerce. She led the Aug. 4 top-two primary with 39,501 votes, with Chung finishing second with 26,745 votes; Democrat Adam Arafat was the next-closest finisher with 7,147 votes. Chung is a Republican candidate for the seat.

What They Stand For

Strickland has supported reproductive freedom, describing it as "a healthcare issue and economic empowerment issue," according to her campaign website. She's also supported:

  • Expanding access to abortion-related care, including a federal travel fund for people who must travel to obtain reproductive health services,
  • Addressing the housing shortage at Joint Base Lewis-McChord, including building more housing on post; and
  • Federal investment in service members and military families, with attention to the cost of housing.

The Money Behind the Race

Strickland raised about $1.5 million through July 15, according to Federal Election Commission (FEC) filings, and had about $677,000 in cash on hand. Her filings also show about $50,000 in debt.

Outside groups spent about $391,000 in the race as of Oct. 13, all of it supporting Strickland. The largest spender was Think Big, which put in about $288,000, followed by Protect Progress at about $103,000.

Race Outlook: Ratings and Betting Markets

The Cook Political Report rated the race "Solid Democratic" as of Oct. 9. Sabato's Crystal Ball gave it the same rating as of Oct. 11, and Inside Elections also rated it "Solid Democratic" as of Oct. 2.

Kalshi traders gave Democrats, whose nominee is Strickland, a 93.73 percent chance of winning as of Oct. 13.

Strickland won the district with about 57 percent of the vote in 2022 and about 59 percent in 2024. Democrats held eight of Washington's 10 U.S. House seats in both 2022 and 2024. In the 2024 presidential race, Democrat Kamala Harris carried Washington with about 57 percent of the vote.

County election offices must mail ballots by Friday, Oct. 16. The voter-registration deadline is Monday, Oct. 26 for online and mail registrations; in-person registration is available through Election Day, Tuesday, Nov. 3, until 8 p.m.
