Who's In the Race

Wisconsin's 1st Congressional District features Republican incumbent Rep. Bryan Steil (R-WI) and Democratic challenger Mitchell Berman in the Nov. 3 general election. Steil has represented Wisconsin's 1st Congressional District in the U.S. House since 2019, after first being elected in 2018. Berman is a registered nurse with more than 23 years of health-care experience, including more than a decade caring for veterans and active-duty servicemembers at the VA.

What They Stand For

Steil has proposed lowering costs by cutting government spending, expanding American energy production, and reducing regulatory burdens, according to his campaign website. He's also supported ensuring elections are "free, fair, and secure," according to his House website; protecting natural resources for future generations on energy and environmental issues; and securing veterans' earned benefits and expanding access to health care and mental-health resources for veterans and their families.

Berman has proposed fixing the health-care system, lowering the cost of living, and ending corruption as central priorities, according to his campaign website. He's also supported restoring expired tax credits that subsidized health-insurance premiums and ending tax breaks for data centers while ensuring Wisconsin residents do not bear the cost of big tech's energy demands.

The Money Behind the Race

Federal Election Commission filings show Steil raised about $5.5 million through July 22 and had about $6.3 million in cash on hand. Berman raised about $713,000 through the same date and had about $152,000 in the bank, according to FEC filings.

Outside spending in the race totaled $2,310 as of Oct. 13, all of it supporting Democratic candidates.

Race Outlook: Ratings and Betting Markets

The Cook Political Report rated the race "Lean Republican" as of Oct. 9, and Sabato's Crystal Ball gave it the same rating as of Oct. 11. Inside Elections rated it "Likely Republican" as of Oct. 2.

On Kalshi, traders gave Republicans, whose nominee is Steil, a 64% chance of winning as of Oct. 13.

The district's recent voting history explains these predictions. Steil carried the district with about 54% of the vote in both 2022 and 2024, while Republicans won six of Wisconsin's eight U.S. House seats in both 2022 and 2024. Donald Trump carried Wisconsin in the 2024 presidential election with about 50% of the vote.
