To provide grants to colleges, universities, and other educational institutions; to hospitals and other health organizations with a primary interest in programs designed to increase the effectiveness or decrease the cost of medical care; and organizations whose customary and primary activity is to promote music, theater, drama, history, literature, the arts or similar cultural activities.
