Empowered to solicit, directly or indirectly, and accept, within the limits prescribed by state law, voluntary contributions and to make contributions and expenditures with the attempt to influence the selection, nomination or election of any individual to state public office, including, without limitation, contributions by the committee to state committees of national political parties and to educate the public concerning the effects of proposed legislation, constitutional amendments, or public issues.
