One PA Victory PAC shall operate exclusively as a political organization within the meaning of Section 527 of the Internal Revenue Code of 1986, as amended and related regulations, or any successor provision or regulations and shall accept contributions and make expenditures authorized by such law and regulations to foster and support local and state candidates who name, challenge and transform the systems that oppress us.
