The establishment and promotion of a comprehensive regional solid waste disposal site(s) and program through cooperation and pooling of resources, sale of bonds, revenue pledges, ECT., to enable counties and municipalities in southern oklahoma to develop municipal solid waste sites, establish recycling programs, enhance environment, and prevent littering ALL within federal, state and local guidelines, rules and regulations.
