(a) the development, stimulation, encouragement, improvement and promotion of the business climate in new YORK city; (b) the fostering of trade and commerce in new YORK city and the promotion of the general welfare andprosperity of new YORK city; (c) the promotion of a better and more responsive new YORK city government; and (d) the development, stimulation, encouragement, improvement and promotion of civic, cultural and social activities and programs of new YORK city and the development and improvement of the quality of life in new YORK city.
