Today, we celebrate the U.S. Navy's 251st Birthday! I am incredibly grateful to all the sailors and Navy veterans in my district and across the nation who answered the call of duty. Your unwavering service does not go unrecognized, and I thank you for all that you do! https://t.co/BImIgyyi5d
It was wonderful to be at Marshall University‘s Bill Noe Flight School celebrating their partnership with BETA Technologies and seeing their new all-electric planes take an inaugural flight. Marshall continues to reach new heights and prepare their students by anticipating the demands of tomorrow’s workforce today. I commend Marshall University for its dedication to investing in both its students and in our state’s future. This initiative will strengthen critical cargo and medical transport across West Virginia, opening new doors for innovation and economic development right here in Almost Heaven.
Three years ago today, the world witnessed unimaginable evil as Hamas terrorists brutally attacked Israel, murdering more than 1,200 innocent people and taking hundreds of people hostage. Three years later, Jewish communities continue to face a disturbing rise in antisemitism and hatred. There is no place for antisemitism in America or anywhere in the world, and we must never remain silent in the face of it. Today, we mourn the innocent lives stolen on October 7th, stand with the victims and their families, and reaffirm our unwavering support for the Jewish people.
It was wonderful to sit down with KVC West Virginia to hear about the incredible work they do supporting families, children in need, and helping our state’s foster children find safe and loving homes. Each year, KVC helps over 3,000 individuals with their wraparound services, including foster care, adoption, therapy, and foster parent training. They are truly a blessing to our state!

It was wonderful to visit Bluefield State University and speak with members of the Student Government Association as well as instructors for the Mining Engineering Program. Bluefield State University is continuing to expand their offerings and is preparing our next generation well for their bright futures ahead!
Today is National Falls Prevention Awareness Day, a day to raise awareness about the serious risks falls pose to older Americans and the steps we can take to prevent them. This Congress, I introduced the SAFE Act to help ensure seniors have access to fall risk assessments as part of their Medicare Annual Wellness Visit. We must continue raising awareness and making sure our seniors have the tools they need to stay safe and independent!
It was great to visit with the staff of WVU Medicine Princeton Community Hospital. Just last month, the Princeton Community Hospital Association was awarded a $750,000 grant through the Rural Residency Planning and Development Program to expand and improve access to health care in rural communities. In December, I introduced the legislation to authorize this program, and I am delighted to see it benefiting our rural areas of southern West Virginia.
239 years ago, our Founding Fathers came together and signed the cornerstone of our nation, the Constitution. This document has protected our God-given freedoms and liberties for over two centuries and has guided our nation for generations. Today we honor and remember the principles that make America so special.
What incredible news! Praise God for this answered prayer and for the gift of healing. Continuing to keep you in my prayers, Susie!
West Virginia is fueled by coal. I’m glad to see President Trump and the EPA are ending backwards regulations that would have extinguished the energy that powers our state and employs so many here in our communities. Thank you President Trump for advocating for our coal community! https://t.co/GCBckGina7
I’m so happy that my staff had the opportunity to participate in Unite for Good’s meal-packing day in remembrance of the 25th anniversary of the September 11th attacks. It was a meaningful way to honor the lives lost and serve others in their memory. We will always remember. 🇺🇸 https://t.co/YFn2OUrQjM
Twenty-five years ago, our nation watched in horror as nearly 3,000 lives were taken in an attack on our country. We watched firefighters climb stairwells that others were fleeing, strangers carry strangers to safety, and a country that had been divided just hours before stand as one. A new generation is now coming of age who know September 11th only through the stories we tell them. That is why we must tell the stories of the lives lost, the heroes who ran toward danger knowing they may not make it out, and the unity that brought us together as one. We will never forget.
As we mark the 25th anniversary of the September 11 attacks this week, I want to take a moment to remember Dr. Paul Ambrose of Huntington, West Virginia. A graduate of Marshall University, Dr. Ambrose went on to serve at the Office of the Surgeon General, dedicating his career to improving the health and well-being of others. On September 11, 2001, he was aboard Flight 77 when it was deliberately flown into the Pentagon. May we never forget Dr. Ambrose and all the other innocent lives lost that day, as well as the countless families and communities forever changed by an act of pure evil.
I am grateful to President Donald Trump and his Administration for delivering nearly $4.8 million to strengthen our rural healthcare workforce and expand preventive care across West Virginia! Read more about this new funding announcement below. ⬇️ https://t.co/szhheZTMBV
WASHINGTON, D.C. – Yesterday, Representatives Miller (R-WV), Horsford (D-NV), Salazar (R-FL), and Pappas (D-NH) introduced the Stronger Start for Working Families Act, which would lower the earned-income threshold for the refundable Child Tax Credit from $2,500 to $1. Under this change, a taxpayer would qualify for a portion of the refundable CTC beginning with their first dollar of earned income, providing meaningful tax relief to families and encouraging more Americans to enter into the workforce. “The Stronger Start for Working Families Act is a common-sense piece of legislation designed to help our families across the country who are struggling with the rising costs of raising a child. By lowering the earned income limit, we can ensure parents start receiving much-needed Child Tax Credit benefits from the very first dollar they earn, providing tax relief and improved peace of mind to those needing it most,” said Congresswoman Carol Miller. “The Stronger Start for Working Families Act is a bipartisan solution for working families who have watched relief stay just out of reach. Lowering the qualifying threshold from $2,500 to just $1 means that so many families below the poverty line who were previously prevented from qualifying now have access to the assistance they deserve. That can be the difference between keeping the lights on and putting food on the table. There is still more work to be done for families who need support, but this is a positive first step. I'm proud to work with my colleagues across the aisle on this much needed relief, and I will continue to ensure working families can get ahead, not just get by," said Rep. Horsford. "Families in New Hampshire are working hard and still coming up short. Child care for a family with two kids costs close to $32,000 a year here, more than a quarter of our state's median family income. It makes no sense that parents who need the Child Tax Credit most are the ones missing out. This bill is a simple and straightforward fix: let families start earning the credit with their first dollar of work so we can put money back in their pockets," said Congressman Chris Pappas. The Stronger Start for Working Families Act is supported by Bipartisan Policy Center Action, Third Way, Bread for the World, America Forward, Save the Children, Niskanen Center, Family Matters, and RESULTS. “Parents are struggling to keep up with the rising cost of living, with majorities of low-income parents saying they have increased spending on groceries and utilities this year. The Stronger Start for Working Families Act will help families access a larger Child Tax Credit sooner, which helps them afford basic necessities that help children thrive and incentivizes parents to join or stay in the workforce. BPC Action commends Reps. Miller (R-WV) and Horsford (D-NV) for leading this bill in the House,” says Michele Stockwell, president of Bipartisan Policy Center Action (BPC Action). “The Stronger Start for Working Families Act will meaningfully expand the Child Tax Credit for families struggling with the rising cost of child care, groceries, and other essentials. We applaud Representatives Carol Miller and Steven Horsford for their bipartisan leadership on a working-family tax cut that is simple, effective, and fiscally responsible," said Zach Moller, Senior Director of the Economic Program, Third Way. "We applaud Representatives Miller (R-WV), Horsford (D-NV), Salazar (R-FL), and Pappas (D-NH) for championing the House version of the Stronger Start for Working Families Act. Lowering the earnings threshold for the Child Tax Credit is a critical step toward reducing child poverty, improving health outcomes, and ending hunger. This legislation would provide meaningful support to the families who need it most and help ensure that every child has the opportunity to thrive." said Rev. Heather Taylor, Interim President/CEO, Bread for the World. “We applaud Representative Miller for this important legislation that expands the accessibility of the Child Tax Credit. America Forward Coalition organizations implement innovative, evidence-based economic mobility strategies nationwide. While the Child Tax Credit is a powerful tool to support families' financial security and economic mobility, Coalition members know the CTC’s earned income threshold excludes many families who could benefit. This critical bill will make a meaningful difference in the lives of families across the country,” said Deborah Smolover, Executive Director, America Forward. “Save the Children applauds Representatives Miller, Horsford, Pappas, and Salazar for leading the Stronger Start for Working Families Act, which would expand access to the Child Tax Credit for families in rural America. This pro-family, pro-growth legislation puts families first by helping ease financial pressures and ensuring more families have the resources they need to thrive," said Allison Dembeck, Director of Policy, Save the Children. “Years of inflation have eroded the purchasing power of struggling working-class families. Representatives Miller and Horsford’s Stronger Start for Working Families Act would tap into the Child Tax Credit’s long history of bipartisan support to supplement working families’ earnings with a much-needed boost at tax time.” said Josh McCabe, Director of Social Policy, Niskanen Center. “The Child Tax Credit is the primary way our tax code supports parents in their hard work of raising the next generation, but too many working families are unable to fully benefit from it. This bill is a smart, targeted way of ensuring that hard work pays, and that more parents have a little more support in covering the expenses of everyday life," said Patrick T. Brown, Family Matters. “RESULTS and its national network of advocates applaud Congresswoman Miller(R-WV) and Congressman Horsford (D-NV) for their bipartisan leadership in introducing the Stronger Start for Working Families Act. This legislation will improve the Child Tax Credit (CTC) so that it better rewards the hard work that millions of families employed in low to moderate wage jobs do to support their families. Congress must follow their lead and ensure expanded Child Tax Credit benefits reach families who need them the most," said RESULTS Executive Director Joanne Carter. WASHINGTON, D.C. –This week, Congresswoman Carol Miller (R-WV) joined her colleagues in sending a letter to U.S. Trade Representative Jamieson Greer opposing Australia’s discriminatory taxes and fines targeting American digital service providers. Just last month, Australia’s Parliament passed the News Bargaining Charge Bill 2026, which imposes a 2.75% tax on certain American digital service providers, ultimately undermining U.S. commerce. This letter urges Ambassador Greer to oppose these measures before they have serious negative effects on American businesses, commercial interests, and the U.S. economy. The full letter can be found here. Representatives who joined Miller in sending the letter include: Reps. Beth Van Duyne (R-TX), Aaron Bean (R-FL), Rudy Yakym (R-IN), Randy Fenstra (R-IA), Claudia Tenney (R-NY), Scott Fitzgerald (R-WI), and Darin LaHood (R-IL). “Australia must be held accountable for its unfair legislation that targets U.S. digital service providers. These discriminatory barriers will undermine fair competition and harm American businesses, ultimately straining the strong economic relationship between our two nations. I urge Ambassador Greer to stand up for American companies and launch a 301 digital probe into Australia immediately, ” said Congresswoman Miller. ###
Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) joined her colleagues on the Ways and Means Committee for a hearing to secure domestic supply chains for critical resources with our partners in Central Asia and Africa. A video and transcript of Congresswoman Miller’s questions and the provided responses can be found below. Image Congresswoman Miller began by highlighting Central Asia’s role in diversifying the U.S. supply chain for critical minerals and emphasizing the need for the United States to cement the region as a key strategic and economic partner. "Thank you Chairman Smith for holding this hearing. The issues that we are discussing today are so crucial to securing our supply-chains and restoring American manufacturing dominance. I just returned from my second visit to Central [Asia] with Chairman Smith. This morning I was wide awake at four, and yesterday it was one-thirty. It is going to take me a while to get used to it, but I was so glad that my Chairman and my colleagues had the opportunity to experience the beauty and the progress in Central Asia. I hope they discovered a newfound urgency in the deepening of our relationships with these nations. We should not have a conversation about diversifying our supply chains for critical minerals without Central Asia. Mr. Herbst, you mentioned in your testimony that Kazakhstan is the world's largest uranium producer, ranks third globally in titanium production, and has the second largest manganese reserves, and has approximately 36 million tons of copper reserves. Similarly, Uzbekistan has reserves of tungsten, lithium, manganese, and other critical minerals with its mineral resource potential estimated at $5.7 trillion. The United States is 100% import reliant on several of these minerals, and in some cases that reliance is on China. Central Asian nations are eager to forge deeper relationships and partnerships with the United States, and they’re actively seeking investments from American companies. The new leaders in these countries have worked tirelessly to make economic and social reforms to enter the global economy. They really feel that they’re on the right track, acting like democracies. President Trump has made significant efforts to renew American engagement in these regions. It is therefore high time Congress takes affirmative steps to cement the United States as a key strategic business partner for Central Asia. The Jackson-Vanik amendment is sending the wrong signal. It’s an outdated remnant of the Cold War, and it is forcing our investors to deal with these nations at an arm’s length and allowing China and Russia to continue their economic dominance in the region. I have introduced legislation with my friend Congressman Panetta to lift Jackson-Vanik for all Central Asian nations, and I urge my colleagues from across the aisle to support this initiative. Every day that Congress doesn’t act on this is a day we are deepening our dependence on China and neglecting an untapped potential in Central Asia,” said Congresswoman Miller. Congresswoman Miller then questioned Ambassador John Herbst, Senior Director of the Eurasia Center at the Atlantic Council, about the removal of the Jackson-Vanik amendment and how doing so could strengthen trade relations between the United States and Central Asian nations. “Ambassador Herbst, can you speak plainly on why Jackson-Vanik needs to be lifted for Central Asian nations and what the immediate positive effects could be? Can you also speak to the progress these nations have made that will ensure security of investment in the region?” asked Congresswoman Miller. “Thank you very much for your advocacy of this very sensible idea. We have a problem, which I think this committee recognizes, that two large nations consider us as a principal adversary, Russia and China. And China in particular, which has a world class economy and which has established its stranglehold over critical and rare Earth minerals, is using this very much to our disadvantage. The Central Asian countries live in a very dangerous neighborhood. China on the one side, Russia on the other, Iran on a third, and they want the economic, political, and even the security advantages of a closer relationship with us. Given the dangers we face from China's control over critical and rare Earths, it’s essential for us to develop all the sources of supply of which these nations have a fair amount. It’s true that the political and economic practices in central Asia are not wonderful. It's also true, as you've pointed out, that we've seen serious step towards reform in Uzbekistan since Mirziyoyev took over, my goodness, ten years ago. And we've seen steps forward under Tokayev in Kazakhstan, and we have something to work with. It doesn't mean it's always going to be pretty. It doesn't mean that there aren't human rights abuses there, but those human rights problems will only improve by closer partnership with us. And again, we have to worry about our own security. I wish that our policy across the world was as clear in recognizing the dangers posed to us by an aggressive China, an aggressive Russia, as demonstrated by this committee. But we need to work on that, and we need to address this absolutely critical, rare Earth problem that we have. I have no doubt that despite our laggard position today, if the Administration and Congress, multiple administrations and multiple congresses work together on this as a high priority, we can improve our circumstances dramatically and reduce our vulnerability. But this requires major effort,” answered Ambassador Herbst. ###
WASHINGTON, D.C. – Today, Congresswoman Carol Miller (R-WV) introduced the We Can’t Wait Act. This bill addresses an unnecessary hardship in the Social Security Disability Insurance (SSDI) program, giving individuals who have been determined disabled and eligible for benefits the choice to receive their earned benefits immediately, rather than waiting five months, in exchange for a modestly reduced monthly benefit. Under current law, even after the Social Security Administration determines someone is disabled and eligible for SSDI, they must wait another five months before receiving their first payment. For someone who is unable to work, that delay can mean falling into debt, losing their home, or going without needed medical care. The We Can’t Wait Act gives newly approved beneficiaries the choice to receive their earned benefits sooner while maintaining an actuarially sound benefit structure. Senators Susan Collins (R-ME) and Maggie Hassan (D-NH) introduced companion legislation in the Senate earlier this year. "The We Can’t Wait Act is a commonsense, bipartisan solution that gives Americans greater access to the benefits they have earned when they need them most. Someone who has been determined disabled and unable to work should not have to face an extensive wait for the support they depend on. This legislation provides beneficiaries with greater flexibility during an incredibly difficult time by giving them the option to receive their benefits sooner. I will continue working to ensure Congress is doing everything possible to strengthen Social Security and make sure it works for the Americans who rely on it," said Congresswoman Miller. National and regional organizations endorsing the bill include: Alliance for Aging Research, American Association of People with Disability, Cancer Action Network, American Council of the Blind, Assure Disability, Judge David L. Bazelon Center for Mental Health Law, Bender Consulting Services, Inc., Brain Injury Association of America, Center for HIV Law and Policy, Communication First, DisABILITY Law Center of Virginia, Disability Rights Maine, Disability Rights North Carolina, Disability Rights Pennsylvania, Disability Rights Education and Defense Fund, HEUMANN Perspective, National Alliance on Mental Illness, National Association of Disability Representatives, National Association of the Deaf, National Disability Institute, National Disability Rights Network, National Federation of the Blind, National Industries for the Blind, National Organization of Social Security Claimants’ Representatives, National Organization on Disability, Paralyzed Veterans of America, Respectability, Tenderloin Housing Clinic, and the World Institute on Disability.
