Strong meets with National Weather Service, Advocates for Next Generation Radar in North Alabama

WASHINGTON — Today, Representative Dale W. Strong, Vice Chair of the Commerce, Justice, and Science Appropriations Subcommittee, met with the National Weather Service (NWS) Director Ken Graham to discuss the agency’s plans to modernize the weather radar system that serves North Alabama and the Tennessee Valley. “As a first responder, I know firsthand how critical accurate and timely weather forecasting are to keeping our communities safe. In North Alabama, that means making sure our forecasters and emergency personnel have the reliable radar coverage and data they need to warn families when dangerous weather occurs,” said Strong. “As the Hytop radar in Jackson County continues to age, it is imperative that we work toward delivering on the next generation of radar system that will serve our region. I will continue working to ensure we have reliable, timely coverage for our communities across North Alabama.” The two also discussed the Weather Forecast Office's essential role in Huntsville and the importance of coordination between the NWS and emergency management officials during severe weather events. Background: Earlier this year, during an Appropriations Oversight hearing, Representative Strong pushed for answers on NWS’ plans to replace the decades-old weather radar system in Hytop, Alabama, that serves as a lifeline for hazardous weather warnings across North Alabama and the Tennessee Valley. H.R. 8845, the Fiscal Year 2027 Commerce, Justice, and Science Appropriations bill, includes increased funding for the National Weather Service to protect Americans from severe weather and eliminate radar gaps. Specifically, the bill includes $25 million to support the continued development, acquisition, integration, and implementation of the Radar Next Program, which will modernize and ultimately replace the NEXRAD network. H.R. 8845 passed the Appropriations Committee on May 13, 2026. It now awaits further consideration by the full House of Representatives. ###

House Unanimously Passes Strong Bill to Protect American Agriculture from Terrorist Threats

WASHINGTON — Today, the House of Representatives unanimously passed H.R. 9394, the Civil Preparedness for Agroterrorism Exercise Act of 2026, legislation introduced by Representative Dale Strong (AL-05) to strengthen the nation’s ability to prepare for and respond to acts of agroterrorism. “America’s agriculture and food supply are critical to both our national security and our economy, and we cannot afford to wait until an attack occurs to determine whether we are prepared,” said Representative Strong. “This legislation will ensure our federal, state, and local partners, first responders, and the private sector are prepared to work together to protect our food supply and respond quickly in the event of an agroterrorism attack. I’m proud to see this commonsense legislation pass the House and move one step closer to becoming law.” The Civil Preparedness for Agroterrorism Exercise Act directs the Department of Homeland Security (DHS) to conduct a nationwide exercise focused on preventing, responding to, recovering from, and mitigating an agroterrorism attack on America’s food and agriculture sector. The exercise will bring together federal, state, local, Tribal, and territorial partners, along with private-sector stakeholders, to identify preparedness gaps and strengthen coordination before a real-world incident occurs. House Committee on Homeland Security Chairman Andrew Garbarino (NY-02) applauded House passage of the legislation: “A threat to our nation’s agricultural sector is a threat to every American. Our food supply chain is vital not just to our economy, but to our homeland security. I am proud to join my House colleagues in passing Subcommittee Chairman Strong’s ‘Civil Preparedness for Agroterrorism Exercise Act of 2026’ to ensure DHS is working with state and local partners to stay ahead of our adversaries and defend this critical infrastructure from evolving threats.” The legislation builds on Strong’s work as Chairman of the Emergency Management and Technology Subcommittee to protect critical infrastructure and improve preparedness for emerging threats, including a two-part hearing series last year examining agroterrorism and threats to America’s food and agriculture sector. Passage of H.R. 9394 marks the fifth homeland security bill authored by Strong to pass the House during the 119th Congress. The bill now heads to the Senate for consideration. ###

Strong leads Alabama Delegation championing North Alabama as Space Academy moves ahead

WASHINGTON — Representative Dale W. Strong (AL-05) led a bicameral delegation letter to the commission charged with the development of a U.S. Space Academy, highlighting North Alabama’s qualifications to host such an academy. The letter, addressed to the Presidential Commission on the U.S. Space Academy, outlines the Tennessee Valley’s legacy and commitment to U.S. space superiority. On August 28, President Trump signed an executive order proposing the creation of a U.S. Space Academy, led by NASA, to “train the next generation of astronauts, scientists, engineers, operators, entrepreneurs, civil servants, and warfighters to ensure that they are capable of advancing American interests in space.” “The Alabama Congressional Delegation stands united in support of the President’s vision to establish the United States Space Academy, and we believe there would be no more qualified place than North Alabama to undertake this critical mission,” the letter reads. “North Alabama is the natural home for the United States Space Academy. We have the people, expertise, institutions, infrastructure, and capabilities to lead a world-class Academy that prepares the next generation to advance American leadership in space,” said Rep. Strong. “I’m proud to lead this letter with the support of the Alabama Delegation and highlight North Alabama as the best place to host the United States Space Academy.” “There is no better place for President Trump’s U.S. Space Academy than the great state of Alabama,” said Sen. Tuberville. “Nicknamed ‘The Rocket City,’ Huntsville is already home to U.S. Space Command, NASA, and the Missile Defense Agency, not to mention the hundreds of private companies who support America’s space and defense industries. We have the resources, infrastructure, and personnel to support this mission and I’m confident that anyone attending the Academy would be proud to call Alabama home.” “Alabama is a key player in powering America’s Golden Age of space exploration and U.S. space superiority, bolstered by President Trump’s commitment to ensuring the United States remains the world’s dominant space power. Alabama combines the civil, commercial, and national security capabilities needed to support this important mission. Among them include NASA’s Marshall Space Flight Center, a robust network of aerospace, defense, and technology experts, research institutions, and national security assets like U.S. Space Command Headquarters, Missile Defense Agency, and U.S. Army Space and Missile Defense Command,” said Sen. Britt. “Given these unparalleled assets and Alabama’s storied legacy of supporting America’s most complex space missions, locating the U.S. Space Academy in North Alabama would be a natural fit and exceptional asset to our entire nation. I’m proud to join the entire Alabama delegation in making this recommendation. Alabama deserves every and all consideration.” “With President Trump’s decision to uphold the move of Space Command to Redstone and NASA, our military, industry, and research institutions already working together here, North Alabama is uniquely positioned to lead America’s next chapter in space,” said Rep. Moore. “North Alabama has been at the heart of America’s space program for generations, and there is no better place to prepare the next generation of American space leaders. From the Saturn V to today’s cutting-edge missions, the Tennessee Valley has the people, infrastructure, expertise, and national security assets needed to make the United States Space Force Academy a success.” “I am proud to join my colleagues in supporting President Trump’s vision for a United States Space Academy, and in making the case there is no better location for it than North Alabama,” said Rep. Aderholt. “There is a reason Huntsville is known as America’s Rocket City. Before Kennedy Space Center and Mission Control in Houston, Huntsville was already at the heart of America’s modern space program, developing the rockets that carried the first American into space and later took our astronauts to the Moon. That legacy continues today through Marshall Space Flight Center, Redstone Arsenal, U.S. Space Command, and a world-class aerospace workforce. North Alabama has the history, expertise, and infrastructure to train the next generation of American space leaders.” “Alabama has been at the forefront of our nation’s space program for generations, and there is no better place to train the next generation of American space leaders,” said Rep. Palmer. “With NASA’s Marshall Space Flight Center, Redstone Arsenal, world-class research universities, and a highly skilled aerospace and defense workforce, Alabama already has the experience, infrastructure, and talent necessary to support the mission of the United States Space Academy. I am proud to join Representative Strong and my Alabama colleagues in urging Administrator Isaacman and the Presidential Commission to select North Alabama as the permanent home of the Academy.” “I was proud to join my Alabama colleagues in urging the Presidential Commission on the United States Space Academy to consider placing this academy in Alabama,” said Rep. Rogers. “President Trump has made it clear that US dominance in space is a critical national security goal, and the next step to ensuring this dominance is the establishment of a US Space Academy. The right placement of this academy will be vital. Alabama has a rich history in space exploration and continues to be a national hub of aerospace innovation. Especially given the recent establishment of Space Command Headquarters at Redstone Arsenal, I can think of no better place in the country to establish the United States Space Academy.” ###

We will never forget the extraordinary courage of the firefighters, police officers, emergency personnel, and many others who ran toward danger that day and paid the ultimate sacrifice to help their fellow American. In one of our darkest hours, the world witnessed that this cowardly act of terrorism was no match for the indomitable American spirit. Strong on Senate Introduction of PERFORM ACT: ‘Alabama Stands United; Time for USPS to Deliver’

WASHINGTON — Representative Dale Strong (AL-05) issued the following statement regarding the introduction of the Senate companion to his legislation, H.R. 9936, the Postal Executive Responsibility, Fiscal Oversight, and Results-based Management (PERFORM) Act, by Senators Katie Britt (R-AL) and Tommy Tuberville (R-AL). “Alabamians deserve a Postal Service that delivers their mail on time and a Postmaster General who is accountable for results,” said Congressman Strong. “With Alabama's entire congressional delegation united behind this effort, we're sending a clear message: it’s time for the U.S. Postal Service to deliver.” In announcing his introduction of the PERFORM Act, Representative Strong previously stated: “The American people don't get bonuses for failure, and neither should the Postmaster General. The PERFORM Act ends the practice of rewarding poor performance and makes clear that leadership must earn incentive pay by delivering results – not excuses,” said Representative Strong. “If the U.S. Postal Service were a private sector operation, it would have filed for bankruptcy years ago. Further, if a CEO’s tenure saw an average annual net loss of $10 billion while service standards continued to decline, company leadership would be standing in the unemployment line – not collecting performance bonuses.” The U.S. Postal Service has reported more than $25 billion in net losses over the past three fiscal years, including a $9 billion loss in Fiscal Year 2025. At the same time, millions of Americans have faced delays in receiving medications, bills, checks, legal documents, election mail, and other time-sensitive correspondence. Despite these persistent service failures and financial losses, the Postmaster General remains eligible for a performance-based bonus, continuing a pattern in which Postmaster Generals have received more than $2 million in bonuses over the past decade. The PERFORM Act restores accountability by prohibiting a performance-based bonus for the Postmaster General if, during the preceding fiscal year, the Postal Service: Fails to meet nationwide service performance targets; Reports a net loss; Receives a material weakness, adverse audit opinion, or disclaimer in its financial audit; or Fails to submit a required report to Congress. Original House cosponsors of the PERFORM Act include Representatives Barry Moore (AL-01), Shomari Figures (AL-02), Mike Rogers (AL-03), Robert Aderholt (AL-04), Gary Palmer (AL-06), and Terri Sewell (AL-07). Since taking office, Congressman Strong has led numerous efforts to improve mail service and strengthen accountability at the U.S. Postal Service, including: Securing a USPS Office of Inspector General audit of mail delivery performance, staffing levels, and operational bottlenecks affecting North Alabama in the Fiscal Year 2027 Financial Services and General Government Appropriations Act. Directing USPS to review unique ZIP Code designations for communities including Priceville and Skyline to better reflect municipal boundaries and improve service. Advocating for a new post office in the 35763 ZIP Code to meet the needs of one of Alabama's fastest-growing areas. Leading efforts to restore a North Alabama-based Processing and Distribution Center to strengthen mail service and improve delivery reliability. ###

Strong Introduces Bill to Hold USPS Accountable, Tying Postmaster General Pay to Performance

WASHINGTON — Today, U.S. Representative Dale Strong (AL-05), along with the entire Alabama House delegation, introduced the Postal Executive Responsibility, Fiscal Oversight, and Results-based Management (PERFORM) Act, legislation that ties the Postmaster General's compensation to the Postal Service's mail delivery and financial performance. “The American people don't get bonuses for failure, and neither should the Postmaster General. The PERFORM Act ends the practice of rewarding poor performance and makes clear that leadership must earn incentive pay by delivering results – not excuses,” said Representative Strong. The U.S. “If the U.S. Postal Service were a private sector operation, it would have filed for bankruptcy years ago. Further, if a CEO’s tenure saw an average annual net loss of $10 billion while service standards continued to decline, company leadership would be standing in the unemployment line – not collecting performance bonuses,” continued Strong. Original cosponsors of the PERFORM Act include Representatives Barry Moore (AL-01), Shomari Figures (AL-02), Mike Rogers (AL-03), Robert Aderholt (AL-04), Gary Palmer (AL-06), and Terri Sewell (AL-07). "The American people expect accountability from every part of the federal government, and the U.S. Postal Service should be no exception," said Rep. Barry Moore. "When USPS is losing billions of dollars, failing to meet service standards, and falling short of basic financial accountability, taxpayers should not be expected to foot the bill for performance bonuses. It is absurd to reward bonuses to bureaucrats that fail to meet basic operational standards. I'm proud to join Congressman Dale Strong in standing up for taxpayers and bringing common-sense accountability back to Washington." “I was proud to join my friend, Rep. Dale Strong, in introducing this commonsense legislation to incentivize better performance by the Postmaster General,” said Rep. Mike Rogers. “The United States Postal Service loses billions per year, yet the Postmaster General still receives performance-based bonuses nearing $200,000. We must hold the Postmaster General to account, and removing performance-based bonuses in years following substandard results is a great start.” "As we celebrate America’s 250th anniversary, it’s worth remembering that the United States Postal Service is actually older than the nation itself,” said Rep. Robert Aderholt. “Yet in recent years, it has fallen far short of the vision our first Postmaster General, Benjamin Franklin, had for our national mail service. Postal rates have continued to climb while service has become slower and less reliable. That’s why I’m proud to be an original cosponsor of the PERFORM Act, led by Congressman Strong, to help hold the Postal Service accountable to its customers, the American people." "The Postal Service has lost billions of dollars while Americans continue to deal with delayed mail and declining service, yet executives are still eligible for hefty bonuses,” said Rep. Gary Palmer. “Being rewarded with taxpayer dollars for poor service is unacceptable. The PERFORM Act puts an end to this by ensuring taxpayer-funded performance pay is tied to actual performance and accountability. I appreciate Congressman Strong's leadership and am proud to support this legislation." “I am proud to join my colleagues in the Alabama delegation in supporting the PERFORM Act which will improve oversight of U.S. Postal Service leadership,” said Rep. Terri Sewell. “Postal workers and post offices are lifelines for our communities, and they deserve the resources necessary to carry out their critical mission.” "The Postmaster General should not receive performance bonuses while the Postal Service is losing billions of dollars and customers are experiencing severe delays," said Rep. Figures. "If anyone should be receiving a bonus, it's the hardworking men and women who are out there breaking a sweat day in and day out doing what they can to actually deliver the mail, not a bureaucrat sitting behind a desk in an air-conditioned office in Washington, DC. I'm happy to join Rep. Strong in introducing this commonsense, bipartisan bill to raise standards and ensure accountability.” Since taking office, Congressman Strong has led numerous efforts to improve mail service and strengthen accountability at the U.S. Postal Service, including: Securing a USPS Office of Inspector General audit of mail delivery performance, staffing levels, and operational bottlenecks affecting North Alabama in the Fiscal Year 2027 Financial Services and General Government Appropriations Act. House Passes Strong Provision Banning Foreign Adversaries from Joining U.S. Military

WASHINGTON — Today, the Targeted Restrictions Upholding Service Trustworthiness (TRUST) Act, legislation championed by Representative Dale Strong, was included as an amendment to the Fiscal Year 2027 National Defense Authorization Act (NDAA), which passed the House by a vote of 213 to 207. The TRUST Act addresses longstanding vulnerabilities in the Department of War’s vetting process for screening foreign nationals from adversary nations seeking to serve in the U.S. Armed Forces. “Foreign nationals from adversary countries such as China, Russia, Iran, and North Korea serving in our military pose a serious risk to our armed forces, including espionage, sabotage, and the compromise of sensitive military technologies. The TRUST Act closes these gaps, puts national security first, and ensures that the U.S. military, defense capabilities, and sensitive technologies are secure,” said Congressman Strong. The legislation bans the enlistment of foreign nationals from covered nations, including China, Russia, Iran, and North Korea; imposes stricter appointment criteria by requiring that candidates for officer commissions have not held citizenship in a covered nation for at least five years; and directs a new report to identify existing service members who are foreign nationals from covered nations. "Our adversaries are actively targeting our military technologies and capabilities. This measure will ensure our Armed Forces are secure, trusted, and committed to defending the United States,” continued Strong. “I am grateful to Chairman Mike Rogers for his support of my legislation and its inclusion in the NDAA, and I thank my colleagues for voting to pass this critical piece of legislation.” The FY27 NDAA now heads to the U.S. Senate for further consideration. Strong Applauds Mark McDaniel Appointment to Air Force Scientific Advisory Board

WASHINGTON — U.S. Representative Dale Strong congratulated Huntsville native Mark McDaniel on his appointment to the Department of the Air Force Scientific Advisory Board (DAF SAB). The Advisory Board provides independent advice and recommendations to Air Force leadership on science, technology, and modernization priorities affecting both the United States Air Force and United States Space Force. “Mark McDaniel’s appointment to the Scientific Advisory Board is a tremendous honor for both him and North Alabama,” said Representative Dale Strong. “Huntsville has long been at the forefront of our nation’s air, space, and missile defense capabilities, and Mark has played an important role in that legacy. His decades of leadership in aerospace, science, and national security make him exceptionally qualified to advise Air Force leadership on the challenges of tomorrow, and I am confident his expertise will help strengthen America’s technological edge for years to come.” “I am honored to join the Air Force Scientific Advisory Board and want to thank Congressman Strong and Secretary Hegseth for their faith in me. They are American patriots and work every day to strengthen our national defense,” said Mark McDaniel. “There is a lot of technology developed here in Alabama that can play a critical role for Golden Dome, Space Force, and the continued modernization of the Air Force, and I look forward to being a voice for that.” Appointment to the Scientific Advisory Board is reserved for distinguished leaders from industry, academia, and government with expertise in fields critical to the Department of the Air Force mission. Members are nominated by the Secretary of the Air Force and formally appointed by the Secretary of Defense to provide independent counsel on issues critical to maintaining America’s air and space superiority. McDaniel is a longtime Huntsville resident whose career has spanned law, education, and aerospace policy. He has served on the NASA Advisory Council under five NASA Administrators and contributed to numerous initiatives advancing science, technology, and education at both the state and national levels. In addition to his public service, McDaniel has dedicated years to higher education at The University of Alabama in Huntsville and Faulkner University, helping prepare the next generation of leaders. ###

Strong Delivers House Victory for Aviation Security

WASHINGTON — Today, the U.S. House of Representatives passed H.R. 8770, the SAFEGUARDS Act of 2026, bipartisan legislation led by Representative Dale Strong to ensure passenger security fees are reinvested in aviation and airport security. “The SAFEGUARDS Act is about restoring accountability and keeping a promise to the American traveling public. Every day, millions of passengers pass through our nation’s airports and pay a security fee with the expectation that those dollars will be used to strengthen aviation security,” said Representative Strong. “As threats continue to evolve, we must continue investing in the technologies and systems our airports need to maintain confidence in the safety of air travel.” For years, revenue generated by the Transportation Security Administration’s (TSA) 9/11 Passenger Security Fee has been diverted away from its original purpose. The $5.60 fee, paid by every passenger on a one-way ticket, was first implemented to fund aviation security improvements and upgrades nationwide. However, since 2014, approximately $15 billion in fee revenue has been redirected to unrelated, non-security purposes. The SAFEGUARDS Act restores the fee’s intent by allocating $500 million annually for checked bag explosive detection systems and $250 million for checkpoint technology upgrades, ensuring this revenue goes toward protecting American skies. “House passage of this legislation helps ensure those resources are directed toward their intended purpose, and I look forward to working with my colleagues to get it across the finish line,” Strong continued. The SAFEGUARDS Act is supported by a broad coalition of aviation and travel leaders, including the Huntsville International Airport, Airlines for America, American Airlines, U.S. Travel Association, Southwest Airlines, Airport Council International–North America, and the American Association of Airport Executives. The legislation passed the House unanimously. It now awaits consideration in the Senate. Additional information and quotes of support regarding Representative Strong’s introduction of the SAFEGUARDS Act may be found here. ###
