Washington, D.C. – Today, Congressman Dan Goldman (D-NY) and Congressman Cliff Bentz (R-OR) introduced the IMD CARE Act, legislation which would expand Medicaid eligibility to include psychiatric care facility beds in excess of the current 16 bed limit for patients suffering from severe mental illness. When the Social Security Act was enacted in 1965, it limited Medicaid funding to psychiatric facilities that had no more than 16 beds, resulting in a shortage of beds when the need for inpatient mental health care has grown. The IMD CARE Act would amend the Social Security Act to establish a State Plan Amendment, allowing Institutions of Mental Diseases (IMDs) with more than 16 beds to receive Medicaid funding for all mental health patients. Under current law, States that wish to receive federal Medicaid funding for IMDs with over 16 beds must submit a request for a waiver allowing them to receive Medicaid reimbursement for individuals needing psychiatric care. These waivers are temporary, unstable, and require complex renewal negotiations. The State Plan Amendment option included in the IMD CARE Act would provide predictable reimbursement structures, durable financing mechanisms, and greater continuity for patients and providers. States would be required to ensure a robust continuum of care including providing outpatient and community-based mental health care and wrap-around services. States would also be required to follow evidence-based clinical criteria for admitting and transitioning patients from institutional care. Unaccompanied minors — immigrant children as young as two years old — are being brought before an immigration judge and expected to adequately represent themselves. This year, the Trump administration allowed a contract with the Acacia Center for Justice to lapse, leaving a vacuum where the center once provided legal counsel to over 20,000 kids. In addition to being plainly negligent, these children are being denied due process under the Constitution of the United States of America. New York, N.Y. – Today, U.S. Representative Dan Goldman (NY-10) announced that he has secured $15,464,700 for the New York City Housing Authority (NYCHA) through the Community Funding Project award program. This funding will go towards improving the standard of safety, security and quality of living at New York City Public Housing developments. This funding will advance several key goals to improve quality of life in public housing developments across New York's 10th Congressional District. Working alongside Senator Schumer, Congressman Goldman secured $5 million to remediate mold conditions at Red Hook East in Brooklyn and won $1.5 million to restore the community center at the Jacob Riis Houses in partnership with Vision Urbana. Last summer, I forced ICE to permit me to conduct oversight at their 26 Fed detention facility, which helped to expose the unacceptable conditions inside. Now, after many months of consistent oversight visits and rapid response efforts to aid those unjustly detained, I'm relieved that a federal judge has issued a permanent injunction prohibiting ICE from holding detainees in the inhumane conditions that existed at 26 Fed. I’m grateful to the excellent lawyers who secured this win, I will continue to do my part by showing up every week at 26 Federal Plaza to hold them accountable to this order.
I’m back at the 26 Federal Plaza ICE Facility, where I’ve just conducted my weekly oversight visit. Once again, immigrants are being deported to a “third country” — a foreign nation that is not their home country where they likely have no connections, family or safeguards. This group has orders that prevent them from being sent back to their home countries so this is a concerning circumvention of the law. As rumored last week, we discovered that @DHSgov has indeed started conducting virtual immigration hearings out of this facility. During this visit, I was denied my congressional right to conduct oversight of those courtrooms, which further begs the question: What is DHS hiding? Today marks the solemn 25th anniversary of the September 11th attacks. It gives us an opportunity to mourn the thousands we lost that day, and the thousands more taken by 9/11 related illnesses. It’s a day to remember the heroes who rushed towards the towers in true New York fashion, and the victims’ families, survivors, and neighbors who still suffer from that day. As we reflect on 9/11’s traumatic impact on the city, let’s also remember the unity and resilience that New Yorkers showed. That was the very best of New York and it shows what we can be. We must never forget that day, and we must also never forget our potential as a city, a country, and as Americans.

My weekly oversight visit at the 26 Federal Plaza ICE facility was again consistent with its return to its prior use as a processing center with only 3 detainees there. But we are monitoring troubling rumors that @DHSgov is going to start conducting virtual hearings to potentially get around an order prohibiting courthouse arrests. This would be an outrageous violation of a court order, and I strongly advise DHS to abandon this plan.
