It was great to join cutting edge American quantum companies and founders at the Quantum Dinner on Capitol Hill hosted by @infleqtion. For the past decade, my Congressional office has led on investment in research, development, and application of this game changing technology that will ensure the U.S. wins the 21st century. KEYNOTE REMARKS as prepared: *** “Thank you so much for the invitation to be here today. It is great to see this room absolutely packed. I remember not so long ago, only a few years, when most Members of Congress had never even heard of quantum and it was just a handful of pioneering companies who traveled to Capitol Hill. I have been extremely proud to be one of the key offices over the past twelve years to lead the way on investment in quantum and to have recognized this game changing emerging technology that will ensure the United States leads and wins the 21st Century. Throughout my time in Congress, in addition to serving in House leadership, I also serve on the House Armed Services Committee and the Intelligence Committee and chaired a little known, at least outside this room, but critically important Subcommittee on National Security Emerging Threats and Capabilities focused on emerging technologies. Years ago, I wrote the AI Commission bill that President Trump signed into law during his first term. This was way before everyone was talking about AI and this commission laid much of the groundwork for many of the executive actions that have come about now in the President’s 2nd term. I also understood then and now, that the research, development, and application of quantum was key to unlocking the technological race of the 21st century. My office first focused on investments into quantum research and then quickly matured to expand our focus to military and real-world applications of quantum. I am proud to have successfully delivered hundreds of millions of dollars for quantum research and development including significant investment and public-private partnerships in my home district in Upstate New York at Rome AFRL for ion-trap quantum computing and neutral-atom networking, photonic chips for quantum computing, quantum entanglement distribution for a Quantum Cloud Computing environment, quantum cryptography, photonic quantum computing, and university-based quantum-materials. As many of the companies here will tell you, if there was Congressional authorization or funding in the House defense bill for quantum, it almost always went through my office. Over the past few years, I also designed and introduced the Defense Quantum Acceleration Act as the House lead with my Senate colleague @MarshaBlackburn who will also be here today. We introduced this landmark legislation specifically to address the transition problem of the Dept of War having multiple quantum research efforts but historically lacking a unified departmental approach for identifying which quantum technologies should transition into operational capabilities and on what timeline. I also advanced language in the National Defense Authorization Act directing the Department of War to develop a strategic framework for quantum development, prototyping, scaling, and operational transition to ensure that DARPA benchmarking efforts are paired with a broader departmental strategy and engagement with industry, academia, national laboratories, and the quantum workforce. The good news today is that the Trump Administration has been a true partner in investment, development, and application of quantum technologies with tremendous promise for the future. Policymakers must work to not just keep up, but to stay ahead and enact policies that ensure the United States wins the quantum and AI race which will determine which nation leads the 21st century. And lastly, I want to leave you with this. There is a lot in the news about the political toxicity of emerging technologies and technological infrastructure in economically-challenged communities across the country. Political leaders must make the substantive case about how and why these technologies are economically beneficial to these communities and in fact provide game-changing, generational economic and quality of life opportunities. Technology companies must invest in those communities so that hardworking families do not bear the brunt of costs. That is what I have successfully done in Upstate New York specifically at Rome which can be considered somewhat part of the Rust Belt with traditional 20th century manufacturing having slipped away, yet where today, my office, working with smart local elected officials like @AJPicenteJr, has successfully made the case of the incredible economic growth, manufacturing opportunity, and workforce development that goes hand in hand with quantum and technological investment and advancement. As I look back on 12 years in Congress, I initially came in as the youngest Member at the time who was a technological and online native, in a sense. I have tried to lead my office with a mission to see around the corner on the most important generational policy issues of our time from AI to quantum to higher education to workforce development for the future to scientific research and quality of life issues to fuel economic growth for everyday hardworking American families. And I look forward to continuing to work on these key issues with many of you in the years and decades to come to ensure that the 21st Century is the Great American century fueled by innovation, advancement, science, and sheer human capacity. Our conversation featured higher ed leader Vanderbilt Chancellor Daniel Diermeier and five visiting university leaders from @dartmouth @WashU @UTAustin @UofAlabama who are working to save American higher education. From asking moral questions at the most watched hearing in Congressional history with university presidents that led to an earthquake in higher education to passing key legislation to writing the bestselling book Poisoned Ivies, I have been proud to be the leader in Congress on combatting antisemitism and anti-Americanism at our colleges and universities. I am proud to launch this bipartisan Congressional Caucus with my friend and colleague Representative Josh Gottheimer (D-NJ) who has been a leading partner and legislator with whom I have worked on this critical issue.
