Andy Byford's op-ed is a work of fiction. The truth is that the MTA is standing strong against Trump’s attempted takeover of Penn Station, which could destroy local zoning authorities and force NY residents and MTA riders to foot the bill. Additionally, the congressional amendment that Byford is cheering for would give Trump and his allies wide-reaching authority over this project, which could destroy local zoning authorities and cost NY residents and MTA riders an unknown amount. It also amends a bad bill which would cut transit funding to New York. As the representative of Penn Station, I am proud to have voted against this amendment and bill. I will continue fighting for transparency, accountability, and oversight of this project so we can deliver a renovated Penn Station that will actually benefit New Yorkers. https://t.co/yCJu5m6J9s

For over two decades, I have been proud to secure robust funding in the appropriations process for HOPWA, the critical program that helps people living with HIV/AIDS have the safe housing and stability they need. Now, the Trump administration is illegally delaying the release of funding that Congress previously authorized for HOPWA. I led my colleagues in the House and Senate in calling on the Secretary of Housing and Urban Development to immediately release these funds. https://t.co/QCLejPO5xT

Nadler, Pappas, Goodlander Lead House in Urging HUD to Expedite Release of Critical Housing Grant Funding to Prevent Homelessness, Service Cuts

Washington, D.C. –Congressman Jerrold Nadler (NY-12), Congressman Chris Pappas (NH-01), and Congresswoman Maggie Goodlander (NH-02) led 50 members of the House in urging U.S. Secretary of Housing and Urban Development (HUD) Scott Turner to release the delayed Notice of Funding Opportunity (NOFO) for Housing Opportunities for Persons with AIDS (HOPWA) grants and urged the Department to immediately expedite the process of awarding grant funding for the HOPWA program. The call is part of a bipartisan, bicameral effort led by U.S. Senator Jeanne Shaheen. The letter comes as organizations across the nation are at risk of losing critical HOPWA funding that they rely on to serve those with HIV/AIDS. Many previously awarded HUD grants expire on September 30, yet HUD has not released a NOFO or communicated with grantee organizations relying on award renewals to continue providing critical housing and health care services nationwide. For decades, Congressman Nadler has been the leading advocate in Congress for fully funding and effectively administering HOPWA. Each year, he has worked to secure robust HOPWA funding in the appropriations process and has pushed back against efforts to cut, withhold, or otherwise undermine the program’s resources. In April 2026, Congressman Nadler took to the House floor to oppose President Trump’s budget request to eliminate HOPWA funding entirely, a proposal that would have jeopardized critical housing assistance for people living with HIV/AIDS across the country. In the letter to Secretary Turner, the lawmakers wrote, “We write to express our grave concerns regarding the delayed Notice of Funding Opportunity (NOFO) for the Housing Opportunities for Persons with AIDS (HOPWA) program. For many organizations in our communities, this program is vital to ensuring individuals with HIV/AIDS have access to safe and stable housing. We urge you to release the NOFO immediately and expedite the awards so communities can continue to provide support and housing to those who need it.” They continued: “Unfortunately, many competitive HOPWA awards will expire tomorrow on September 30, 2026. Your department still has not released a NOFO, and grantees have received no information regarding the renewal of their awards. HOPWA is the only Federal program dedicated to the housing needs of people living with HIV/AIDS, making any gap in funding detrimental for the organizations providing support and the individuals and communities that depend on this program.” The lawmakers concluded: “We understand that the awarding process takes careful review, but because these applicants are all seeking renewals, they have already been vetted and approved by your department. We urge you to expedite this process immediately and release awards as soon as possible. Without these critical funds, individuals with HIV/AIDS will face the risk of homelessness, and the organizations that help them may have to close their doors.” Over 30 percent of those with HIV are living below the poverty line, and 20 percent have experienced homelessness in recent years. As the only HUD program dedicated to housing support for those with HIV/AIDS, expiration of previous awards and a delayed grant process by HUD could lead to staff layoffs and cuts to health care and housing services—exacerbating homelessness for some of the country’s most vulnerable communities. The full letter can be read here. The allegations of sexual assault at Cornell University are deeply horrifying. I commend this young woman for her courage in seeking justice, and I fully support the district attorney’s decision to reopen the criminal investigation. But the victims of heinous crimes should not be forced to fight an uphill battle for justice while they work to heal from the trauma inflicted upon them. This case, and far too many like it, are the product of a culture of violence against women and systems that silence survivors at college campuses across our country. There must be a full and independent investigation into the alleged crimes and the role of the authorities who managed this case from the very beginning. Moreover, each and every one of us has a role in preventing violence against women by confronting wrongdoing and standing with survivors.

I welcome this first-ever municipal plan to combat antisemitism. There is much in this whole-of-government plan that I believe will help keep Jewish New Yorkers safe and will help ensure that the Jewish community remains a defining and integral part of the DNA of New York City. I continue to be committed to ensuring Jews in New York not only survive, but thrive. The plan announced today is an important step in that effort, and I look forward to continuing to work with the Mayor's office on these critical issues.

Our duty to serve the 9/11 community of victims and survivors extends far beyond the anniversary of September 11. Today I was honored to speak at the World Trade Center Environmental Health Center Symposium to support the clinical providers, researchers, and community advocates who care for victims of 9/11 health-related illnesses. I am proud to have passed the James Zadroga 9/11 Bill in 2010, which created the World Trade Center Health Program, and I urge fellow lawmakers to continue investing in the cutting-edge research around these 9/11 related diseases, spreading awareness of resources available to those who are still getting sick from these illnesses, and ensuring every victim can access the medical care they deserve.

The MTA serves millions of New Yorkers and commuters every day. Any decision about Penn Station will have enormous consequences. Amtrak’s so-called “deal” to bring in the MTA was an unserious, extortionary attempt to further hand Penn Station over to Trump and Sean Duffy’s Department of Transportation. I’m glad Janno Lieber acted to protect New Yorkers by rejecting this “offer.” We still don’t know how much this project will cost or who will pay for it. Bringing in the MTA at the eleventh hour to steal its lease and quiet New Yorkers will not work. https://t.co/thb9zHMMaV

Press Release
Congressional Jewish Caucus Urges Secretary Rubio To Preserve The Office Of The Special Envoy For Holocaust Issues As A Permanent And Distinct Entity

Washington, D.C. – Today, Co-Chairs Congressman Jerrold Nadler (NY-12) and Congressman Brad Schneider (IL-10) led the Congressional Jewish Caucus in calling on Secretary of State Marco Rubio to preserve the office of the Special Envoy for Holocaust Issues (SEHI) as a permanent and distinct entity within the Department of State and not for SEHI to be absorbed under the Special Envoy to Monitor and Combat Antisemitism (SEAS). This letter highlights that SEHI is the only office in the federal government solely devoted to pursuing justice for Holocaust survivors and advocating on their behalf, and the need to appoint a career official as the next SEHI, with the seniority, diplomatic experience, and specialized expertise necessary to negotiate complex restitution and compensation matters. “Since its establishment in 1999, the Office of the Special Envoy for Holocaust Issues has been the only office in the federal government solely devoted to pursuing justice for Holocaust survivors and advocating on their behalf,” the members wrote. “The office has also been supported on a bipartisan basis in Congress and administrations of both parties have actively affirmed its importance. For decades, SEHI has worked with foreign governments, international institutions, and Jewish organizations to pursue restitution and compensation for survivors and their families, recover Nazi-looted property, preserve Holocaust memory, and address unresolved Holocaust-era obligations. As the number of living Holocaust survivors continues to decline, this work is only becoming more urgent.” “That is why we oppose any effort to consolidate or eliminate SEHI and are troubled by the reported plan for the Office of the Special Envoy to Monitor and Combat Antisemitism (SEAS) to absorb the SEHI office. SEHI and SEAS have clearly distinct mandates and responsibilities,” the members continued. “Both are full-time responsibilities that require full-time principals with unique areas of focus and full-time staff with unique expertise. Combining them would not streamline efficiency or eliminate any meaningful duplication; it would risk diminishing the focus, experience, and institutional capacity necessary for each.” “The SEHI portfolio requires deep institutional knowledge, advanced diplomatic acumen, and sustained relationships with governments and international organizations,” the members added. “We ask that you appoint, as soon as possible, a senior career State Department official whose sole and full-time responsibility is serving as Special Envoy for Holocaust Issues. That official should have the seniority, diplomatic experience, and specialized expertise necessary to negotiate complex restitution and compensation matters and to maintain the relationships that SEHI has built over decades.” Signers of the letter include Reps. Jake Auchincloss, Becca Balint, Suzanne Bonamici, Steve Cohen, Lois Frankel, Laura Friedman, Dan Goldman, Josh Gottheimer, Sara Jacobs, Greg Landsman, Mike Levin, Jared Moskowitz, Jerrold Nadler, Jamie Raskin, Jan Schakowsky, Brad Schneider, Kim Schrier, Eugene Vindman, and Debbie Wasserman Schultz. View the full letter here and below. Dear Secretary Rubio, As members of the Congressional Jewish Caucus, we write to urge you to immediately appoint a new Special Envoy for Holocaust Issues (SEHI) and to preserve SEHI as a distinct, permanent office led by a dedicated career State Department official. Since its establishment in 1999, the Office of the Special Envoy for Holocaust Issues has been the only office in the federal government solely devoted to pursuing justice for Holocaust survivors and advocating on their behalf. The office has also been supported on a bipartisan basis in Congress and administrations of both parties have actively affirmed its importance. For decades, SEHI has worked with foreign governments, international institutions, and Jewish organizations to pursue restitution and compensation for survivors and their families, recover Nazi-looted property, preserve Holocaust memory, and address unresolved Holocaust-era obligations. As the number of living Holocaust survivors continues to decline, this work is only becoming more urgent. That is why we oppose any effort to consolidate or eliminate SEHI and are troubled by the reported plan for the Office of the Special Envoy to Monitor and Combat Antisemitism (SEAS) to absorb the SEHI office. SEHI and SEAS have clearly distinct mandates and responsibilities. SEAS is responsible for confronting contemporary antisemitism around the world, while SEHI focuses on Holocaust-era restitution, historical justice, remembrance, and accountability. These missions are complementary, but they are not interchangeable. Both are full-time responsibilities that require full-time principals with unique areas of focus and full-time staff with unique expertise. Combining them would not streamline efficiency or eliminate any meaningful duplication; it would risk diminishing the focus, experience, and institutional capacity necessary for each. The effort is also especially troubling given the highly specialized nature of SEHI’s work and the longstanding success of having it led by a career diplomat with the expertise and continuity necessary to conduct sensitive restitution negotiations. The SEHI portfolio requires deep institutional knowledge, advanced diplomatic acumen, and sustained relationships with governments and international organizations. This unique mandate needs an independent office, fully integrated within the Bureau of European and Eurasian Affairs, and without additional or perhaps superseding agenda items both with external interlocutors and internal stakeholders. Strong institutions must outlast individual officeholders and administrations. We are troubled by the suggestion that the plan to merge these offices may be motivated, at least in part, by a desire to expand the influence of certain personnel within the State Department. Jewish organizations across the ideological and institutional spectrum have recognized the importance of maintaining a dedicated SEHI. In their letter to you, leading organizations including the Conference on Jewish Material Claims Against Germany, World Jewish Restitution Organization, American Jewish Committee, Anti-Defamation League, B’nai B’rith International, and more urged you to appoint a senior diplomat promptly and preserve the uniqueness of this important office. Their concern is shared by former SEAS and Holocaust experts who understand that preserving the distinct mission of SEHI is not bureaucratic duplication—it is an essential part of the United States’ commitment to Holocaust survivors and their families. We urge you to heed their call and to reject any effort to eliminate, consolidate, or dual-hat the SEHI position. Instead, we ask that you appoint, as soon as possible, a senior career State Department official whose sole and full-time responsibility is serving as Special Envoy for Holocaust Issues. That official should have the seniority, diplomatic experience, and specialized expertise necessary to negotiate complex restitution and compensation matters and to maintain the relationships that SEHI has built over decades. This appointment should be made with urgency. The recent departure of Special Envoy Germain creates a vacancy at precisely the moment when continuity is most important. There are fewer Holocaust survivors with each passing year. Every delay risks losing opportunities for restitution, accountability, and historical preservation that may never return.

In the midst of rising antisemitism and violence against global Jewry, the Trump administration is proposing to eliminate the only State Department office solely dedicated to advocating for Holocaust survivors. The Trump Administration’s proposal to have absorb SEHI into the office of the Special Envoy to Monitor and Combat Antisemitism (SEAS) would mean that Yehuda Kaploun—a partisan political hack notorious for trafficking in hateful falsehoods and unqualified for his current post—would take on SEHI’s critical responsibilities. Congress should not support Kaploun’s attempted power grab. Such action is a slap in the face to Holocaust survivors, their families, and Jewish comunities across our nation. Monday’s Northeast airport disruptions are a reminder that the United States’ transportation system depends on reliable, modern infrastructure. Yet @SecDuffy is asking Congress for more money while the FAA has spent just 20% of the billions Congress already provided to modernize our air traffic control system and is well behind schedule. A recent Government Accountability Office report says the FAA still can’t clearly say how much the modernization will cost or when it will be finished. While Duffy says we need to modernize infrastructure, he has called for eliminating the federal Mass Transit Account, which is a critical source of funding for public transportation. You can’t claim to be fixing America’s transportation infrastructure while leaving modernization money on the table and cutting support for transit. We must invest in both.
