Washington, D.C. – Today, House Budget Chairman Jodey Arrington (TX-19) announced that he is teaming up with 12-time NCAA All-American and women’s sports advocate Riley Gaines to pass his Title IX Clarification Act, legislation to codify that Title IX nondiscrimination requirements tied to federal education funding are based on the biological reality of sex. “Riley Gaines is one of the most impactful voices in the fight to protect women’s sports, which is why I’m thrilled to have her as a champion for my Title IX Clarification Act,” said Chairman Arrington. “Title IX was created to provide equal opportunity for our daughters, not to push a radical gender ideology that jeopardizes their safety, and taxpayer dollars should not be used to advance extreme social policies. My legislation stops the abuse of Title IX by affirming a simple truth: there are only two sexes — male and female — and we cannot allow protections for our daughters to be erased the next time a Democrat administration takes control of the White House. I’m proud to stand with Riley in this fight and grateful to have her support as we work together to get this bill across the finish line.” “Title IX was created to ensure that women and girls have equal opportunities in education and athletics,” said Riley Gaines. “That promise only means something if the word ‘sex’ actually means sex. I support Congressman Jodey Arrington’s Title IX Clarification Act because Americans should not have to wonder what protections under Title IX mean from one administration to the next. The law should be clear, consistent, and grounded in biological reality as it was intended in 1972. The American people have had enough of the attacks on women and the truth. We are desperate for clarity, honesty, and accountability. Thanks to Congressman Arrington for leading the charge.” Background: Chairman Arrington introduced the Title IX Clarification Act (H.R. 8781) on May 13, 2026. The legislation defines “sex” under Title IX as an individual’s biologically determined sex, either male or female, for education programs and activities receiving federal financial assistance. The bill advanced out of the House Committee on Education and Workforce on July 21, 2026. The bill establishes statutory definitions for “male” and “female” under Title IX and would apply those definitions to education programs and activities receiving federal financial assistance after enactment. On October 1, 2026, Chairman Arrington published an opinion in the Daily Caller calling on Congress to define biological sex in Title IX and establish a statutory standard that does not depend on changing administrative interpretations. ###

Nearly 80% of Americans oppose males competing in women’s sports. Congress has a responsibility to our daughters to turn that overwhelming consensus into a lasting federal standard. Read my latest @DailyCaller opinion on my Title IX Clarification Act. https://t.co/wiQRGj4opG
I am grateful for President Trump’s bold leadership in reversing the Biden administration’s harmful policies and standing up for female athletes. But executive orders are temporary. Any future Democrat president will easily revoke those protections with the stroke of a pen unless Congress acts. My Title IX Clarification Act will codify into law that biological sex is the nationwide standard for schools receiving federal money, and any school that denies women equal opportunities by ignoring this standard could lose federal funding.
Washington, D.C. – Today, the Trump Administration announced that it will be investing $51 million through the Rural Health Transformation Program, created by House Budget Chairman Jodey Arrington’s One Big Beautiful Bill, into Texas’s Make Rural Texans Healthy Again initiative. The funding will support 68 rural hospital districts and authorities as they develop and expand community-based prevention, wellness, and nutrition programs to improve health outcomes and prevent and manage chronic conditions, including diabetes, cardiovascular disease, chronic respiratory disease, and obesity. In December, Arrington announced that Texas had received the largest allocation of any state under the newly established Rural Health Transformation Program. As the author of the One Big Beautiful Bill, Arrington secured a historic $50 billion investment in rural health care over five years, including $1.4 billion for Texas – the most of any state. Texas is receiving $281 million in the program’s first year, with today’s $51 million announcement representing one part of that broader investment. “We won’t have the next generation of agriculture and energy producers providing America with food security and energy independence without access to basic health care in rural communities. Yet for years, Rural America has faced a growing health care crisis marked by fewer providers, reduced services, and limited access to quality care,” said Chairman Arrington. “To combat this crisis, the One Big Beautiful Bill established the Rural Health Transformation Program, a historic $50 billion investment in rural health care over five years, including $1.4 billion for Texas, to strengthen rural hospitals, expand access to care, and improve health outcomes. In the first year alone, Texas is receiving $281 million to advance state-led solutions to our rural health care challenges. Today, I am proud to see the Trump Administration and Governor Abbott put this investment to work through Texas’ Make Rural Texans Healthy Again initiative, with $51 million supporting 68 rural hospital districts and authorities as they work to prevent and manage diabetes, cardiovascular disease, respiratory disease, and obesity. This is another major win for rural America and a Texas-sized investment in a healthier, stronger future for Rural Texas.” “President Trump understands that every American deserves high-quality healthcare, no matter where they live,” said Health and Human Services Secretary Robert F. Kennedy, Jr. “We are putting resources directly into rural communities to strengthen the health workforce, modernize infrastructure, expand access, and bring care closer to home. We are giving states the flexibility to build solutions around the people they serve, while demanding accountability for results. That is how we strengthen rural health, improve the lives of patients and families, and Make America Healthy Again.” “President Trump made a historic commitment to rural America, and these investments are turning that commitment into better care for patients in communities across Texas,” said Centers for Medicare & Medicaid Services Administrator Dr. Mehmet Oz. “This is what rural health transformation should look like: federal investment that is putting patients first, driving lasting improvements and expanding healthcare for the hardworking Americans who call these communities home.” “Rural Texans deserve quality health care in their own communities,” said Governor Greg Abbott. “This $51 million will aid 68 rural hospital districts and authorities with prevention, wellness, and nutrition programs that keep Texans healthy and strong. I thank President Trump, Secretary Kennedy, and Administrator Oz for this investment in rural Texas.” Background: The Rural Health Transformation Program, created under the One Big Beautiful Bill, provides $50 billion over five years to strengthen rural health care and expand access to services. Texas is receiving $1.4 billion over that timeframe, the largest allocation of any state. Texas is receiving $281 million in FY2026, with today’s $51 million investment representing one part of the state’s broader first-year award. The $51 million will support 68 rural hospital districts and authorities through Texas’ Make Rural Texans Healthy Again initiative, focused on prevention, wellness, nutrition, and chronic disease management. Texas’ broader Rural Health Transformation strategy also includes expanding telehealth and digital health tools, strengthening the rural health workforce, and modernizing rural health infrastructure, equipment, and cybersecurity. The first and most important responsibility of the federal government is to provide for the common defense. For four years, the Biden Administration abdicated that responsibility, failed to secure our sovereign border, and forced Texas to step up and spend more than $11 billion in state taxpayer dollars doing the job Washington refused to do. As Budget Chairman, I worked with my fellow Texans to make it a priority in the One Big Beautiful Bill to right this wrong and ensure Texas taxpayers were reimbursed for the significant financial harm inflicted upon our citizens. Today, I’m proud to announce that Texas has received the restitution it is owed. I want to thank President Trump for always making good on his promises including to remedy the injustice done to Texas taxpayers by making our state whole for holding the line when the Biden Administration failed to secure our border. This is a tremendous victory for the Lone Star State and the hardworking Texans who were double taxed to foot the bill for Biden’s dereliction of duty.
Washington, D.C. – Today, House Budget Chairman Jodey Arrington (TX-19) issued the following statement after Texas received confirmation of federal reimbursement through the One Big Beautiful Bill's State Border Security Reimbursement Fund (SBSRF) for border security costs paid by the state during the Biden Administration: "The first and most important responsibility of the federal government is to provide for the common defense. For four years, the Biden Administration abdicated that responsibility, failed to secure our sovereign border, and forced Texas to step up and spend more than $11 billion in state taxpayer dollars doing the job Washington refused to do. Background: The Biden Administration’s failure to secure the southern border forced Texas to spend billions in state taxpayer dollars on border security instead of priorities like education and infrastructure. This effort by the State of Texas was known as “Operation Lone Star." Chairman Arrington’s One Big Beautiful Bill created the $10 billion State Border Security Reimbursement Fund (SBSRF) to reimburse states like Texas for border security costs. Today, Governor Abbott announced the Trump Administration has confirmed that $7.5 billion of the SBSRF will be sent to the State of Texas as reimbursement for Operation Lone Star.
Washington, D.C. – Today, House Budget Chairman Jodey Arrington (TX-19) issued the following statement on the 25th anniversary of the 9/11 terrorist attacks: "Twenty-five years ago, America suffered the deadliest foreign attack on American soil in our nation’s history. "I, like most Americans who lived through that day, remember it like it was yesterday. I remember the horror, helplessness, and anger of watching our country come under attack. But I also remember the tremendous pride and gratitude I felt as an American witnessing the courage, selflessness, and resolve shown by our fellow countrymen. "At the time, I was working for President Bush in the White House, and I remember watching him meet that horrific moment with tremendous compassion, decisiveness, and resolve. "I remember running out of the White House amid reports of a plane heading toward us. I remember the surreal feeling of being under siege as I watched smoke billowing from the Pentagon and fighter jets scrambling overhead. "I remember gathering with White House staff on the South Lawn to pray for our country. In the aftermath, I remember lining the hallway outside the Oval Office as victims’ families walked out of a meeting with the President, everyone in tears. "I remember watching the footage and listening to the voicemails of those who lost their lives that day. "I remember our country uniting in grief and with a oneness of purpose. I remember people turning to God for comfort and strength. I remember Americans, regardless of their politics, standing proud of our country. "More than anything, I remember feeling like we were truly one nation, under God, and indivisible. And it was powerful beyond words. "Never forget." - Chairman Jodey Arrington.
Never forget… We are at our best when we are “one nation, under God, and indivisible.” https://t.co/kpCZGq2nhF

Medicare and Medicaid have become open cash registers for criminal enterprises. As we speak, taxpayers are being charged for equipment never delivered, services never performed, and treatments patients never needed. Read my latest @dcexaminer op-ed with @RepBlakeMoore here:
We’re being defrauded out of $1 million every single minute. It’s time to stop the bleeding. https://t.co/2Vm30SGIli
Happy birthday, @SecScottBessent! Grateful for your strong leadership and heartfelt service to our great nation. Thank you for all your efforts to Make America Prosperous Again! As a result of your commitment to pro-growth, America First policies, the USA has experienced record revenue, investments, and spending cuts. And, the best is yet to come!
I am deeply saddened by the passing of my friend and fellow Texan, Kay Granger. From serving as Fort Worth's first female mayor to becoming the first Republican woman from Texas elected to Congress, Kay lived a pioneering life and a career of service defined by the values of the Lone Star State - toughness, tenacity, and an unwavering commitment to the people she represented. Please join me in praying for her family and loved ones during this difficult time.
🚨 The Senate should not delay the SNAP state benefit cost-share requirement. States make more than $10 billion in erroneous SNAP payments every year, and the national payment error rate has nearly doubled since 2019. The problem is only getting worse. The One Big Beautiful Bill brings SNAP in line with other federally funded, state-administered programs, requiring states with the highest payment error rates to have skin in the game by sharing a modest portion of benefit costs. That's commonsense accountability, stronger program integrity, and better stewardship of taxpayer dollars. With our national debt exceeding $39 trillion, we must stay committed to fiscal responsibility—not cave to Democrat demands to weaken accountability, waste taxpayer dollars meant to serve vulnerable Americans, and further fuel our debt crisis.
Washington, D.C. – House Budget Chairman Jodey Arrington (TX-19) was joined by Rep. Craig Goldman (TX-12) and Rep. Greg Steube (FL-17) in introducing H.R. 9892, the Stop EU Overreach Act. The legislation directs the U.S. Trade Representative to investigate the European Union's policies to impose costly foreign regulations on American businesses operating on U.S. soil. "America should never allow foreign bureaucrats to discriminate against our companies,” said Chairman Arrington. “While President Trump is opening new markets for American energy exports and strengthening our economy, the European Union continues to impose unfair regulations that target American energy producers and put our businesses at a competitive disadvantage. I'm proud to join my colleagues in introducing the Stop EU Overreach Act to promote American energy, protect U.S. businesses from foreign regulatory overreach, and ensure our trading partners treat U.S. producers fairly.” “This important legislation will protect American businesses from the EU’s woke regulations and extreme green energy mandates. These radical regulations on U.S. businesses would not only cost American businesses more than a trillion dollars, but also represent a clear overreach into American sovereignty,” said Rep. Goldman. “I’m grateful for the incredible support of my colleagues on this issue, as we fight to protect American businesses.” “American businesses should answer to American law, not to regulators in Brussels,” said Rep. Steube. “The EU’s sustainability mandates are a backdoor tax on our farmers, manufacturers, and small businesses that never voted for a single one of these rules. I’m co-leading the Stop EU Overreach Act with Reps. Goldman and Arrington to make sure USTR pushes back before this costs American jobs.” The Stop EU Overreach Act would: Direct the U.S. Trade Representative (USTR) to launch a Section 301 investigation, under the U.S. Trade Act of 1974, in response to the EU’s “sustainability” regulatory regime that places extraterritorial requirements on American companies. Require the USTR to consider if the EU’s use of the Corporate Sustainability Due Diligence Directive (CS3D), Corporate Sustainability Reporting Directive (CSRD), Deforestation Regulation (EUDR), and Carbon Border Adjustment Mechanism (CBAM) constitutes an unreasonable or discriminatory trade practice burdening U.S. commerce. Instruct the USTR to identify appropriate remedies to counter these burdens and promptly report its findings to the relevant committees in the U.S. House and Senate. Background: The EU is seeking to impose extreme environmental mandates on American companies operating outside of the EU. By forcing American businesses to adhere to costly foreign regulations on supply chains, reporting requirements, and environmental practices, these mandates distort free market competition, threaten American jobs, and disadvantage American producers and manufacturers in global markets. The Stop EU Overreach Act is an America First policy that ensures American businesses answer to American law – not foreign bureaucrats.
ICYMI: Arrington Celebrates Passage of Defense Bill, Secures Record Funding for Dyess Air Force Base for the Third Consecutive Year https://t.co/llKzVdi58I
Washington, D.C. – Today, the U.S. House of Representatives passed H.Con.Res.113, advancing the reconciliation process to support our troops, secure our elections, and strengthen our food supply. House Budget Chairman Jodey Arrington (TX-19) issued the following statement: “I am humbled by the steadfast unity and unwavering determination from House Republicans to break the Democrat obstruction so we can provide emergency support for our troops, safeguard the integrity of our elections, and continue delivering on the priorities of the American people,” said Chairman Arrington. “I urge the Senate to seize this fateful moment to SAVE and Protect America.” Prior to the vote, Arrington led Republicans in debate on the House floor in support of the budget resolution. Click HERE to watch. Opening Remarks as Delivered: Mr. Speaker, the American people suffered for four years of lawlessness, incompetence, and habitual failure under Joe Biden and Democrat leadership. One self-inflicted disaster after another: border chaos, rampant crime, feckless foreign policy, and spending-induced inflation we haven't seen in half a century—a crushing cost-of-living crisis and the worst regressive tax on working families in this country. In the historic election of 2024, our citizens gave us unified Republican leadership and an unambiguous, unequivocal message. They said, "We want strong, competent leaders, common-sense policies, and a commitment to America and Americans first." For our part, Mr. Speaker, from day one, Republicans have united and relentlessly delivered by reversing those failed Democrat policies, delivering on the American people's priorities, and restoring America's greatness and the American spirit along with it. And we've been doing this, Mr. Speaker, in the face of unprecedented Democrat obstruction. They either didn't listen to the American people in the election of 2024, or worse, they didn't care. Instead of humble self-reflection and change, the Democrat Party has doubled down on their radical agenda and hastened their march to Democrat socialism. Their entire strategy has been to resist Republicans and obstruct the President at all fronts, at all costs, even if it hurts our great nation, its success, and the safety and security of the American people. Exhibit A: The Democrats shut the government down for the first time in history when we presented a clean CR to continue funding at last year's levels until we could work out an appropriations deal. They rejected it, and their demand was to repeal the safeguards we put in place to prevent illegals and ineligible people from draining the safety net that is there for vulnerable Americans. Then they shut Homeland Security down, and they held not only TSA agents and Coast Guardsmen hostage—they held the American people and our security hostage for absurd and dangerous demands that would have returned our country to the Biden border nightmare while endangering our hardworking and brave Border Patrol and ICE agents. The Democrats have engaged in this unprecedented obstruction time and time again. Recently, they blocked the National Defense Authorization Act to protest President Trump and our troops' efforts to stop this radical terrorist regime from obtaining nuclear weapons. They blocked FISA, which is a critical tool for our intelligence agencies to thwart terrorist attacks and Chinese espionage and hacking into our critical infrastructure. Mr. Speaker, I could go on and on. Let me tell you what we've done as Republicans, relentlessly, every day, with a commitment to the people who sent us up here. In Reconciliation 1.0, we prevented the largest tax hike in our nation's history—22%—which would have been on top of the 21% increase in prices Americans experienced from Biden inflation. We gave permanent tax relief to working families and small businesses. We made the largest investment in rebuilding our military, restoring peace through strength for the USA, and saved a record $1.6 trillion by rooting out waste, fraud, and abuse that was robbing taxpayers and weakening the safety net for our most vulnerable. With Reconciliation 2.0, unfortunately, we had to use reconciliation again, unilaterally, as Republicans, to stop the defunding of ICE and CBP. That's right. We didn't get a single Democrat vote to fund ICE and CBP, and the only way we turned Homeland Security back on was by rejecting their effort to cut ICE and CBP out of the equation. And that's what we did with the second reconciliation. Here we are with Reconciliation 3.0, supporting our troops in their time of need. Just baseline battlefield readiness, Mr. Speaker: bullets and bombs to finish the job and come home safely and victoriously, strengthen our food supply, and ultimately safeguard the integrity of our elections. We want to restore the American people's confidence because, as the Founders said in the Declaration of Independence, there is no just government without the consent of the governed. There is no legitimate consent, and there is no functioning democracy if the American people have no confidence in this election. And by the way, it's not just the President. It's not just MAGA Republicans. Nancy Pelosi said this in 2017: "Our election was hijacked. There is no question. Congress has a duty to protect our democracy." Well, you know what, Mr. Speaker? I agree with Nancy Pelosi. We have a duty. We have a duty to safeguard our elections. We have a duty to restore confidence in what underpins the will of the people, their freedoms, our common defense, and the general welfare of every American in this country. So I encourage not just Republicans, but my Democrat colleagues: join us in supporting our troops, safeguarding our elections, and saving America. ###
I agree with Nancy Pelosi. Congress has a duty to protect our democracy by safeguarding our elections. https://t.co/I5MQ60xo65
Republicans have united to reverse failed Democrat policies, deliver on the American people's priorities, and restore America's greatness. https://t.co/NLxFY8UtQl
Reconciliation 1.0 prevented the largest tax hike in American history while rooting out $1.6 trillion in waste, fraud, and abuse. Reconciliation 2.0 fully funded ICE and CBP. Reconciliation 3.0 will support our troops, strengthen our food supply, and safeguard the integrity of our elections.
I am humbled by the steadfast unity and unwavering determination from House Republicans to break the Democrat obstruction so we can provide emergency support for our troops, safeguard the integrity of our elections, and continue delivering on the priorities of the American people. I urge the Senate to seize this fateful moment to SAVE and Protect America. https://t.co/aAUlVdjEle
