It was an honor to visit Western High School at the Northwestern Building as Baltimore welcomed His Royal Highness Prince Edward, the Duke of Edinburgh, and celebrated seven Baltimore City high schools joining the Duke’s International Award program. The program will give students opportunities to build skills, serve their communities and take on new challenges. Participating schools are Western High School, Baltimore City College, Baltimore Polytechnic Institute, Carver Vocational-Technical High School, Forest Park High School, Frederick Douglass High School, and the Academy for College and Career Exploration (ACCE). I am grateful to the Duke, Baltimore City Schools CEO Dr. Jermaine Dawson, Maryland State Superintendent Dr. Carey Wright, and all who made this opportunity possible. Baltimore students deserve every opportunity to lead, serve, grow and create bigger futures for themselves

It represents lives saved, families kept whole, and a community proving that violence is not inevitable. This milestone belongs to everyone doing the work: the violence interrupters, Mayor Scott and his team, MONSE, LifeBridge Health’s Center for Hope, law enforcement, prosecutors, community and faith organizations, and most importantly, the neighbors who call this community home. Reps. Mfume, Vindman Urge Netanyahu to Contain Violence and Protect Palestinians in the West Bank

WASHINGTON, DC – Today, Congressman Kweisi Mfume (D-MD), Member of the House Foreign Affairs Subcommittee on the Middle East and North Africa, and Congressman Eugene Vindman (D-VA) led a letter to Israeli Prime Minister Benjamin Netanyahu, urging him to take immediate steps to contain settler violence and protect Palestinian communities in the West Bank. "We write with urgent concern regarding the growing outbreak of extremist settler violence in the West Bank, including violence that has killed and threatened American citizens," wrote the lawmakers. "We do so out of concern for Israel's long-term security as well as for the safety of Palestinians. Continued settlement expansion and violence in the West Bank will harm that security and the prospects for lasting peace, prosperity, and freedom for Israelis and Palestinians alike." "Amidst this violence, we are especially concerned for the safety of American citizens in the West Bank," the lawmakers continued. "Nine American citizens have been killed in the West Bank since January 2022. To date, no one has been held accountable for any of these nine deaths. Many of us have heard directly from constituents, including American citizens who have themselves been threatened or harassed by settlers without cause." "Restoring the rule of law in the West Bank serves the security of Israelis and Palestinians alike," the lawmakers concluded. "The safety of our constituents matters to us as the safety of your citizens matters to you. We also hope to see conditions improve so that Israelis and Palestinians may one day live alongside one another without fear of terrorism or lawless violence." In the letter, the representatives request that the Israeli government take the following actions to uphold the rule of law and end the violence in the West Bank: Instruct the Israeli Police and the Israel Defense Forces (IDF) to defend Palestinian communities in the West Bank when they come under attack, and to apply that standard consistently, whoever the attackers are; Establish a transparent and credible mechanism to investigate and prosecute violence against Palestinians, including Palestinian Americans, and complete the pending investigations into the deaths of the nine American citizens killed in the West Bank since January 2022. Halt further settlement approvals and continue to take steps to remove illegal outposts in the West Bank. The letter was also signed by Reps. Reps. Mfume, Jackson Introduce House Bill Requiring the U.S. to Rejoin the WHO and Help Contain the Fastest-Growing Ebola Outbreak on Record

WASHINGTON, DC – This month, Congressman Kweisi Mfume (D-MD-07) and Congressman Jonathan L. Jackson (D-IL-01) introduced the Epidemic Barrier and Outbreak Leadership Act, or the EBOLA Act (H.R.10345), which would require the President to rejoin the World Health Organization within 30 days of enactment and direct the United States to begin working with the WHO immediately on the Ebola outbreak in Central and Eastern Africa. The bill is the House companion to legislation introduced by Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee. Per the World Health Organization's September 6 Situation Report, the Democratic Republic of the Congo has passed 6,500 confirmed cases and 3,200 confirmed deaths in a little over two months, a faster rate of spread than any previous Ebola outbreak. By comparison, the 2014 West Africa outbreak had roughly 40 suspected cases when the international response began. Fighting between the Democratic Republic of the Congo and the Rwanda-backed M23 has cut off humanitarian access to some of the areas where the virus is spreading fastest, and the WHO and the Africa Centres for Disease Control and Prevention are running the global response without American participation. "President Trump pulled the United States out of the World Health Organization and told Americans we would be safer for it. It was a foolish decision the day he made it, and sadly, with Ebola now spreading faster than any outbreak of it we have seen, it did not take long to become a dangerous one," said Congressman Kweisi Mfume. "This Administration also cut foreign assistance and stalled funding for the vaccine organizations that stop outbreaks abroad before they reach us, including Gavi. Every one of those choices made this crisis worse and left Americans more vulnerable. Protecting American families means working alongside the health experts tracking this virus, not turning our backs on them. The House should take this bill up without delay." "Every American family should be concerned that when this dangerous outbreak began, our own government did not hear about it for nine days because we are no longer in the room,” said Congressman Jonathan L. Jackson. “While Ebola continues to spread and communities are living in fear and desperate for support, the United States is on the sidelines, cruelly abandoning the humanitarian mission that our nation guided for decades. In June, I co-led a letter with 74 of my colleagues warning that America’s retreat from the global health system would leave us exposed and vulnerable. Secretary of State Marco Rubio and CDC Acting Director Jay Bhattacharya did not heed our warnings, and that’s exactly what has happened. The answer is straightforward: America is safer when we invest in partnerships that have long advanced both our moral responsibilities and American interests. I am proud to co-lead this legislation with Congressman Mfume to require the U.S. to rejoin the WHO and stop treating the health of families in Central and Eastern Africa as separate from the health of families on the South Side of Chicago.” President Trump signed Executive Order 14155 in January 2025 beginning the withdrawal of the United States from the WHO, and the withdrawal was completed in January 2026. It ended nearly all American support for the organization and pulled back U.S. personnel and contracts. One consequence is that the State Department and the Centers for Disease Control and Prevention cannot retrieve personal protective equipment that American taxpayers paid for and that is being held in WHO facilities near the affected region. Another is timing: the United States did not learn of this outbreak until nine days after the WHO did.
