Markey (D-Mass.), member of the Environment and Public Works Committee, today announced the reintroduction of the Fossil Free Finance Act. The legislation would require banks to adopt emission transition plans to reduce financial sector emissions and deforestation risks. The legislation is led in the House by Representatives Rashida Tlaib (MI-12) and Ayanna Pressley (MA-07). Under this legislation, large bank holding companies would be required to implement plans to reduce financial sector emissions 50 percent by 2035 and reach zero financial sector emissions by 2050. Additionally, it would require banks to discontinue financing for new or expanded fossil fuel projects within 60 days of enactment, immediately discontinue thermal coal financing and facilitation, and eliminate facilitation of deforestation risk commodities. Despite climate-driven wildfires, floods, and other disasters continuing to devastate regions across the country, banks continue to invest in contributing fossil fuel projects. Plans created from this legislation will help the financial sector align with science-based projections for emissions. “Our economy and global financial systems have a codependent relationship with the fossil fuel industry. We cannot wait for big banks to address the very climate crisis they are financing if we are serious about reducing greenhouse gas emissions and deforestation. It’s like giving an arsonist a hose for one hand while they hold a gas can in the other,” said Senator Markey. “The Fossil Free Finance Act would require our financial institutions, including banks, to protect Americans’ savings, investments, and our economy by addressing the threats posed by climate change. We need to put the planet over profit and get fossil fuels out of our finances.” “Our financial institutions and banks are funding the pollution of our air and water that make us sicker. They choose to invest billions of dollars in dirty fossil fuel projects,” said Rep. Neither Congress nor the Federal Reserve should wait for a financial crisis to address climate-related financial risk.” The Fossil Free Finance Act of 2026 would address climate-related threats to financial stability and help align the financial sector with science-based emissions targets by redefining financial sector emissions, mandating bank holding companies with at least $50 billion in assets to align with science-based emissions targets, and requiring the Federal Reserve to report to Congress on financial sector emissions, commitments by covered institutions, progress toward emissions targets, regulatory gaps, data challenges, and equitable transition needs. The Fossil Free Finance Act of 2026 is cosponsored by Senators Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), and Elizabeth Warren (D-Mass.). The legislation is endorsed by Public Citizen and Americans for Financial Reform. Senator Markey has consistently worked to hold powerful international institutions accountable for their complicity in the climate crisis. In April, Senator Markey led his colleagues in requesting that the Fiscal Year 2027 appropriations legislation include language that would prohibit the use of taxpayer funds to stop the construction of offshore wind energy facilities. In November 2024, Senator Markey partnered with Representative Lisa Badum of Germany and Senator Rosa Galvez of Canada to lead over 130 leaders from around the world in sending an open letter during the United Nations global climate conference, COP29, urging world leaders and UN-level negotiators to support an immediate moratorium on the expansion of Liquefied Natural Gas (LNG) infrastructure worldwide. In May 2023, Senator Markey and Representative Yvette Clarke (NY-09) announced the reintroduction of the Block All New (BAN) Fossil Fuel Exports Act, legislation that would amend the Energy Policy and Conservation Act and ban the export of American crude oil and natural gas abroad to protect frontline communities from dangerous export infrastructure, prioritize U.S. consumers against fossil fuel profiteering, and help ensure the United States meets its climate and clean energy commitments on the world stage. Markey (D-Mass.), member of the Senate Environment and Public Works Committee, issued the following statement following the release of a bipartisan permitting reform proposal. “I’m never going to ignore that Trump’s attacks on American-made clean energy fueled the energy crisis we’re in now—not to mention his boosterism of power-hungry data centers—all of which have been enabled by Republicans in Congress. The Republicans’ Big Ugly Bill and the Trump administration’s illegal actions to block clean energy projects and rescind grants have killed tens of thousands of megawatts of clean power, stopped creation of union jobs, raised costs for families at home and on the road, and dumped pollution in communities across the country. Data center developers are hijacking our energy grid and using ratepayers to subsidize their profit-making operations, while also polluting air and water in surrounding communities.
