This bill directs the President to sanction foreign individuals and entities found to have knowingly participated in or facilitated forced organ harvesting in China, including practices targeting Falun Gong practitioners, Uyghurs, and other prisoners of conscience. Within 180 days of enactment, the administration must compile and submit to Congress a list of such persons, which would then face U.S. asset freezes and be barred from entering the country, with limited exceptions for humanitarian aid, national security operations, and UN-related obligations; the President also retains waiver authority if a sanction conflicts with national security interests. The list must be updated annually, and all sanctions authority expires five years after the law takes effect. Separately, the bill requires the Secretary of State, working with health and intelligence officials, to produce a detailed report within one year assessing China's organ transplant system, including estimates of transplant volume, voluntary donor numbers, organ procurement timelines, U.S.-funded research links to Chinese institutions, and a formal determination on whether China engages in systemic forced organ harvesting that could qualify as an atrocity. The legislation affects foreign officials and organizations tied to China's transplant system, U.S. persons who might interact with sanctioned parties, and federal agencies tasked with investigation and reporting duties, while explicitly excluding the importation of goods from any sanctions imposed under the Act.
