S. 4009
This bill targets forced organ harvesting in China, a practice human rights groups and the State Department have linked to persecution of Falun Gong practitioners, Uyghurs, and other prisoners of conscience. It requires the President to identify foreign individuals and entities who knowingly participate in forced organ harvesting and to impose sanctions on them, including freezing their U.S. assets and barring them from entering the country, within 180 days of enactment. These sanctions come with exceptions for humanitarian aid, national security activities, and goods imports, and the President can waive them case-by-case if deemed in the national interest; the sanctions authority expires after five years. The bill also directs the Secretary of State, working with health and intelligence officials, to produce a detailed report within a year assessing whether China's government has engaged in systemic forced organ harvesting, including data on transplant numbers, organ sourcing, and any U.S.-funded research connected to Chinese transplant programs. Overall, the legislation aims to hold accountable those involved in this practice while pressuring China for greater transparency in its organ transplant system.
