It is the third-largest federal transportation grant in state history. Along with this new grant, I am proud to say we now have a total of $167 million in federal funding for the project, including two Community Project Funding requests that I secured for the project totaling $82 million from fiscal years 2026 and 2024. Congressman Rogers Announces $85 Million Federal Grant for Somerset’s Northern Bypass

Third-Largest Federal Transportation Grant in State History SOMERSET, KY – U.S. Rep. Harold “Hal” Rogers (KY-05) held a press conference in Somerset on Tuesday to announce an $85 million federal grant for construction of Somerset’s Northern Bypass. Congressman Rogers has secured a total of $167 million in federal funding for the project, including two Community Project Funding earmarks totaling $82 million from fiscal years 2026 and 2024. The $85 million “Infrastructure for Rebuilding America” (INFRA) grant is the third-largest federal transportation grant in state history. U.S. Department of Transportation Secretary Sean Duffy’s office called Congressman Rogers on Monday to deliver the good news. “We are going to blast through rock walls to open up a new expressway for southern Kentucky. This 8-mile bypass paves the way for I-365, linking us east to west from I-65 to I-75 and on throughout Eastern Kentucky,” said Congressman Rogers, a senior appropriator on the House Appropriations Committee. “With $167 million in federal funding now in place, construction of the new northern bypass can now move forward. Congressman Rogers Votes to Protect Ratepayers, Implement Guardrails for Data Centers

WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) voted for the Ratepayer Protection Act (H.R. 9340) to ensure that data centers pay their own way for the electricity necessary to power them, not hardworking Americans in rural communities. “With multiple data center proposals in Southern and Eastern Kentucky, we need proper guardrails in place to make sure no costs are added to the skyrocketing utility bills for families and businesses in our rural region,” said Congressman Rogers. “As AI technology growth continues to boom, we need a strategy in place that locks in benefits for Rural America, while also protecting families and businesses from footing the bill.” The Ratepayer Protection Act amends the Public Utilities Regulatory Policies Act of 1978 to establish a federal standard relating to the recovery of the full, incremental costs of electric system upgrades necessary to serve large-load customers. Earlier this year, President Donald Trump introduced the Ratepayer Protection Pledge, committing utilities, data center developers, cooperatives and states not to pass the costs of data centers on to American families and businesses. Several Kentucky utility companies signed the pledge, which now has more than 300 signatures nationwide, covering 80 percent of all power delivered in America. Congressman Rogers Advances Flood Control for Eastern Kentucky in Federal Water Resources Development Act (WRDA)

WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) advanced flood control projects in Eastern Kentucky through the Water Resources Development Act (WRDA) of 2026 (H.R. 9497), which passed the House on Wednesday. The nation’s major water resources legislation, WRDA, reauthorizes and modifies water infrastructure projects every year. Congressman Rogers requested flood control and risk management projects for the Kentucky River, Buckhorn Lake and Elkhorn Lake Dam in the 2026 bill, advancing critical studies to help protect families and businesses from devastating floods in Kentucky’s Appalachian region. “Repeated flooding in the mountains has been a deadly and costly battle for our region for decades. We have largely protected communities from massive floods along the Cumberland River, the Big Sandy River and the Levisa Fork with flood walls, levies, tunnels and bridges. Now, with more flooding in the Kentucky River region, we must concentrate on protecting our people and our communities for future generations,” said Congressman Rogers. “I was proud to secure requests for three more flood control projects in this bill, which will also study risk management for the Confluence community of Leslie County where residents are frequently trapped when excessive water is released from Buckhorn Lake.” The legislation authorizes the U.S. Army Corps of Engineers to move forward with flood control efforts along the Kentucky River in Beattyville, Kentucky. It will also study the safety of the Elkhorn Lake Dam in Letcher County, water supply storage and flood damage reduction efforts. A study of Buckhorn Lake was also included in the bill to examine sediment management, debris removal and the impact it has in Perry and Leslie Counties. The bill now advances to the Senate for consideration. The tragedy of 9/11 is marked in our hearts forever, along with memory of the nearly 3,000 innocent lives lost and the unmatched heroic efforts at Ground Zero. While America’s sense of peace and security was shattered that day, our resolve did not lay in ruins. In the aftermath, our great nation united like never before, standing firm in the face of tyranny. I will never forget arriving in New York City after the attack with a congressional delegation to examine the toll of terrorism. It was a deeply somber walk through the rubble, seeing American heroes still at work. In that moment, the immense task of rebuilding and strengthening our homeland became our sacred mission. On this 25th anniversary, let us not only remember, but let us resolve to keep the American spirit alive and well for future generations.

Congressman Rogers Votes to Protect Mining in America

WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) voted for the Protecting Domestic Mining Act (H.R. 1501) on Wednesday to expedite permitting for American mining and mineral processing. “We need to strengthen mining in America, not only to create jobs in the coal industry and lower energy rates, but to empower the U.S. supply chain from mining to manufacturing. Products that are Made in America, ultimately start with Mining in America,” said Congressman Rogers, Dean of the House. “This bill streamlines the permitting process and clears roadblocks for American production, so we don’t have to rely on foreign countries for raw materials.” Last year, the United States depended on imports for more than half of its supply of 54 non-fuel mineral commodities, giving other countries leverage over American workers, manufacturers and national security. H.R. 1501 permanently makes domestic mining and mineral processing eligible sectors for FAST-41. It does not waive environmental laws, eliminate required reviews, or guarantee a permit. Congress Passes Federal Funding Extension to Avoid Government Shutdown

WASHINGTON, DC -- U.S. Rep. Harold "Hal" Rogers (KY-05) voted for the Senate Amendment to the Continuing Appropriations Act of 2026, H.R. 6500, to extend current federal funding through December 11, 2026. The bipartisan stopgap funding bill avoids a government shutdown ahead of the end of the fiscal year on September 30, 2026. "We voted to keep the government open and running for the American people, removing any fear of losing federal pay, benefits or services from a government shutdown," said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee. "Our work on the House Appropriations Committee has been thorough and efficient, reporting all 12 federal funding bills for fiscal year 2027 out of committee for consideration by the House, where three have already been approved. This extension provides additional time for the House and Senate to finalize all 12 federal funding bills with thoughtful investments of taxpayer dollars." Congressman Rogers Breaks Ground at High School Alma Mater for New Development in Wayne County

Monticello, KY – U.S. Rep. Harold “Hal” Rogers (KY-05) joined state and local officials for a ground-breaking ceremony at his high school alma mater, the former Wayne County High School’s AJ Lloyd Building. The building will be renovated into a new outdoor community center and farmer’s market. Another building on-site will become the new home of Provalus, a technology company that will be able to expand from 140 to 200 jobs in Monticello. The estimated cost to renovate the AJ Lloyd Building is $4.7 million. Congressman Rogers secured $4 million in federal Community Project Funding in 2024. “This historic building in my home county is a landmark in my memories. It’s the place where teachers, friends and community leaders molded my beliefs, work ethic, and inspired my desire to serve others. Congressman Rogers Joins State Sen. Stivers & Rep. Wilson to Deliver Infrastructure Funds in Williamsburg

WILLIAMSBURG, KY (August 25, 2026) – U.S. Rep. Harold “Hal” Rogers (KY-05) joined Kentucky Senate President Roberts Stivers and State Rep. Nick Wilson at the Williamsburg Tourism and Convention Center on Tuesday to deliver funding for local infrastructure projects in Whitley County. Congressman Rogers delivered a $3 million check to Williamsburg Mayor Roddy Harrison and Whitley County Judge Executive Pat White for the water improvement project in Downtown Williamsburg. Congressman Rogers secured the funding through the U.S. Army Corps of Engineers Section 531 Program, created exclusively to expand water and wastewater resources in Southern and Eastern Kentucky. When complete, the $15 million project will impact more than 8,800 homes and 460 businesses. “Just last week, there was a boil water advisory in downtown Williamsburg. This funding will go a long way to eliminate water problems downtown. It will repair and replace deteriorating waterlines and build a new water tank for the city,” said Congressman Rogers, a senior member of the House Appropriations Committee. “Water projects don’t often get big headlines, but strong infrastructure systems are essential to economic development, our schools, our businesses, our homes and our health. I was proud to work with Mayor Harrison and Judge White on this important project in Whitley County.” “The total project will cost $15 million, but thanks to Congressman Rogers, Sen. Stivers and Rep. Wilson, we already have $9 million covered,” said Williamsburg Mayor Roddy Harrison. “We’ll be able to take care of the citizens of Williamsburg, the University of the Cumberlands, and then out to the county. The Center for Rural Development breaks ground on new Regional Training Center

New facility will expand advanced workforce training and career opportunities across Southern and Eastern Kentucky Somerset, KY (Aug. 24, 2026) - The Center for Rural Development today celebrated a major milestone with the groundbreaking of a new Regional Training Center that will expand workforce development, provide advanced training opportunities, and strengthen the skilled workforce across Southern and Eastern Kentucky. The new 12,500-square-foot facility, with a budget of approximately $5 million, will expand access to specialized technical training in high-demand fields, giving participants hands-on experience with modern equipment, industry-recognized curricula, and opportunities to earn industry-recognized credentials. “The Center’s new regional training hub will elevate our workforce to be qualified for more aerospace and defense technologies, giving our people the space to grow and thrive in their own hometowns,” said U.S. Congressman Hal Rogers, who helped create The Center for Rural Development 30 years ago. “Business owners across our district have told me that we have the best workforce in the country, and as we expand workforce skills, we can recruit new industries.” The Regional Training Center will focus on preparing individuals for careers in advanced manufacturing, aerospace, aviation, electronics, and defense-related industries. “This is a monumental day and major milestone for The Center for Rural Development as we continue our commitment to building a stronger workforce and bringing specialized, high-quality training closer to home,” said Lonnie Lawson, President and CEO. “This facility will equip people with the skills and industry connections they need for rewarding careers while helping regional employers build the skilled workforce they need to grow.” Advanced Manufacturing Training The Center for Rural Development will partner with the eKentucky Advanced Manufacturing Institute (eKAMI) to provide hands-on advanced manufacturing instruction modeled after eKAMI’s successful workforce training programs. Training opportunities are expected to include: CNC machining, programming, machine setup and operation Hands-on instruction using CNC mills and CNC lathes CAD/CAM and Mastercam programming and design Precision measurement, inspection and quality control, including Coordinate Measuring Machine Technology Robotics, automation and advanced manufacturing processes Preparation for industry-recognized manufacturing credentials Career pathways in CNC machining, programming, quality control, robotics and other advanced manufacturing occupations Aerospace and Defense Training The facility will also establish a comprehensive Aerospace and Defense Technician Training Program designed to prepare participants for skilled technical careers within the growing aerospace, aviation, and defense sectors. Training opportunities are expected to include: Electronics assembly, soldering, inspection and testing Wire-harness fabrication and high-reliability electronics Mechanical and aerospace assembly Composites and advanced manufacturing techniques CAD/CAM and technical design Quality systems, testing and inspection Opportunities to earn industry-recognized certifications and credentials Preparation for careers in aerospace manufacturing, electronics, assembly, testing, quality assurance and related technical fields The aerospace initiative is being developed with input and expertise from regional and industry partners, including Morehead State University and SpaceTEC, with the goal of creating training pathways aligned with the skills and standards required by today's aerospace and defense employers. The Center for Rural Development will administer a new initiative to help equip law enforcement agencies across Southern and Eastern Kentucky with modern communications technology to better coordinate and respond when communities need them most. The Law Enforcement Technology 2.0 Project was officially announced Monday, Aug. 24, in Somerset, bringing together law enforcement officers and public safety leaders from across the region to highlight a major investment in the communications technology first responders rely on to protect their communities. “Natural disasters and other recent tragedies during emergency response have magnified the need for new communications equipment in our rural police departments across Southern and Eastern Kentucky,” said U.S. Congressman Hal Rogers. “This funding will not only help our police officers better serve our communities, but it will also protect our first responders during critical emergency situations, ensuring they can communicate with one another when every second counts.” Funding for the Law Enforcement Technology 2.0 Project was secured by Congressman Rogers in a $20 million Community Project Funding earmark that was signed into law by President Trump in February. Congressman Rogers, Army Corps Commander Met with State and Local Leaders in Letcher County on Flooding, Proposed Prison & Economic Development

WHITESBURG, KY – U.S. Rep. Harold “Hal” Rogers (KY-05) invited Col. John Moran, the new Commander of the U.S. Army Corps of Engineers - Louisville District, to help address emergency flood control with local and state leaders in Letcher County on Wednesday. “Fleming-Neon flooded twice in 24 hours last week, as debris and sediment continue to block our waterways and flood our communities. It isn’t just a problem in Letcher County; we need solutions to clean out streams all across our Appalachian region and particularly along the Kentucky River,” said Congressman Rogers, Dean of the House. “Col. Moran and two engineers listened to the challenges our local leaders face with costs and burdensome regulations at both state and federal levels. We discussed potential solutions for local officials when an emergency is declared, so we still have work to do.” “We’re not proposing to dredge the whole North Fork, but if we work a mile of the North Fork as it comes into Neon, we fix 75% of the problems downstream,” said Terry Adams, Letcher County Judge Executive. “We need to remove debris from our streams and it’s going to have to be a combined effort. We can’t afford to rebuild and rebuild and rebuild.” The Mayors of Fleming-Neon, Jenkins and Whitesburg also shared their concerns with persistent flash flooding, relief from regulations to help protect residents, and delayed funding from FEMA. State Senator Scott Madon and State Rep. Mitch Whitaker also shared details about flooding in the region, and proposed state legislation that could help with hazard mitigation and other flood recovery efforts. The Letcher County Planning Commission and Missy Matthews, President of Childers Oil and Double Kwik, hosted the meeting at the Double Kwik Headquarters in Whitesburg, which was recently renovated after being flooded in July 2022. Matthews and local officials with the East Kentucky Heritage Foundation presented an update on the Raven Rock Resort and the Thunder Mountain Shooting Reserve, two major projects that will boost the tourism economy in our region. “I want everyone to love Eastern Kentucky as much as I do,” said Matthews. “We are investing in reclaimed mine lands and repurposing it to generate new jobs and revitalize our economy.” Congressman Rogers also provided a brief update on the proposed Letcher County Federal Prison that is slated to be built in Roxana, creating over 300 jobs in the region. “I am receiving monthly updates from the Bureau of Prisons about progress on the proposed construction site, including the Army Corps’ geotechnical study, and we are moving forward,” said Congressman Rogers. “Completion of the new water project at Roxana will not only provide water for the prison but is already sending clean water to more than 70 homes that were relying on wells. Congressman Rogers, State Leaders Deliver Over $30 Million for Infrastructure Projects in Eastern Kentucky

HAZARD, KY – U.S. Rep. Harold “Hal” Rogers (KY-05) joined state and local leaders at Hazard Community and Technical College on Wednesday to deliver more than $30 million in federal funding for infrastructure projects in nine counties across southeastern Kentucky. Congressman Rogers secured the federal funding for four of the projects through the U.S. Army Corps of Engineers Section 531 Infrastructure Program. He created the funding source in 1996 to improve access to clean water and reliable wastewater resources exclusively in Kentucky’s Fifth Congressional District. “This funding is the first step to job creation, economic development, flood recovery and even educational opportunities. Clean water and wastewater systems are the cornerstones that we build from in our communities,” said Congressman Rogers, a senior member of the House Appropriations Committee. “Infrastructure in the mountains comes with a hefty price tag, and this funding will help relieve the burden from our rural counties as they continue to revitalize and rebuild after the 2022 flood. The funding delivered, includes: $1 million for Morehead State University’s Sewer and Water Rehabilitation Project – Phase I: The U.S. Army Corps project will repair the entire system, serving 8,000 students and 800 faculty and staff, on and off campus. $3 million for the Elliott County Fiscal Court’s Water Tower Project: The U.S. Army Corps project includes a 2.5 million gallon water tower for the Little Sandy Correctional Facility. $900,000 for Elkhorn City’s Stillhouse Water Storage Tank in Pike County: The U.S. Army Corps project includes a new water tank with greater capacity to serve 500 homes and 35 businesses in Elkhorn City. $2 million for the City of Jenkins’ Wastewater Treatment Plant Expansion: The U.S. Army Corps project will increase capacity to support 115 new homes and up to eight new businesses. It will also improve reliable service for more than 600 homes and nearly 60 businesses that are currently on the system. $5.4 million for the City of Fleming-Neon in Letcher County: The USDA-RD project will replace nearly 37,000 linear feet of waterlines and fixtures. $10.9 million for the City of Jackson: The USDA-RD project will help replace the existing wastewater treatment plant that was damaged in the July 2022 flood. $4.6 million for the Knott County Water and Sewer District: The USDA-RD project will provide in-kind replacement of the wastewater treatment plant and sewer lines that were damaged during the July 2022 flood. $1.5 million for the City of Hazard: The USDA-RD project, funded through and ARC grant, will help replace 20 miles of water lines from Buckhorn to Chavies and construct a 250,000-gallon storage tank. $1.275 million for the City of Beattyville: The USDA-RD project, funded through an ARC grant, will renovate three existing water storage tanks throughout the distribution system. STATE FUNDING: $1 million for the City of Jenkins: Local match for the U.S. Army Corps of Engineers Section 531 Project. Congressman Rogers Votes to Extend Federal Funding Through December, Preventing a Government Shutdown

WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) voted for the Continuing Appropriations Act of 2027 (H.R. 9770), extending federal funding and government operations through December 4, 2026. The House Appropriations Committee passed all 12 federal funding bills for fiscal year 2027, sending them on to the full House of Representatives, where three of those bills have also been passed by the House. It is the Committee’s fastest completion of the bills since fiscal year 2020. “This extension simply gives us more time to work with the Senate on federal funding bills ahead of the end of the fiscal year on September 30. Andy Beshear and Congressman Harold “Hal” Rogers (KY-05) announced $6.6 million in Abandoned Mine Land Economic Revitalization (AMLER) program funds to support continued economic development and improve water services for two Eastern Kentucky counties. The Knott County Water and Sewer District will receive funds to improve and expand essential wastewater treatment facilities, and Wolfe County’s city of Campton will extend potable water services to area families. “We are investing in areas that help Kentucky families and our communities thrive, and this funding will do just that by delivering clean drinking water and more to Eastern Kentucky,” Gov. Beshear said. “From expanding critical wastewater infrastructure to support hundreds of new homes for families rebuilding after the devastating floods to strengthening water service that will support businesses, tourism and future growth, we’re laying the foundation for long-term success. Congressman Rogers Helped Send Secure America Act to President Trump's Desk

WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) helped send the Secure America Act, S.2, on to the President desk. Congressman Rogers voted for the reconciliation package to provide long-term funding for ICE and Border Patrol through September 2029. President Trump signed the bill into law on Wednesday morning. ICE has reported the arrest of illegal immigrants in Eastern Kentucky who have been convicted of rape, assault, robbery, kidnapping, human trafficking, drug trafficking, DUI, weapons possession, identity theft, money laundering and other crimes in Ashland, Beattyville, Catlettsburg, Hazard, Inez, London, Manchester, Monticello, Pikeville, Sandy Hook, West Liberty, Wheelwright and Williamsburg. “Our number one job is to ensure that America remains a safe place to live. Washington Democrats created a border crisis that resulted in higher crime rates and drug trafficking, and now they want to defund our front-line of defense on border control and immigration enforcement. This bill cleans up the mess and provides necessary funding to keep our border and our communities secure,” said Congressman Rogers, Dean of the House. “Federal law enforcement agencies have made great strides to combat fentanyl trafficking across the country, cutting it by half at the southern border, and we can’t afford to back down on our efforts.” Targeting fentanyl, the bill provides $3.45 billion for modernized inspection equipment at the border, surveillance technology, biometric work and interdiction. To crack down on child predators, the bill invests $108.5 million for child exploitation investigators, forensic analysts, victim identification work, and training for federal, state and local law enforcement. For Border Patrol, the bill includes $22 billion for personnel, training, equipment and mission support. The bill also provides $38 billion for ICE personnel, removal operations, transportation, advanced technology needs and legal assistance.
