This bill designates the area in front of the Cuban embassy in the District of Columbia as Oswaldo Payá Way. (Oswaldo Payá was a pro-democracy activist in Cuba.)

This bill would require the President to designate the Muslim Brotherhood as a foreign terrorist organization and impose strict sanctions against it and its affiliated branches worldwide. The legislation directs the Secretary of State to submit annual reports to Congress identifying all Muslim Brotherhood branches globally and determining whether they meet criteria for terrorist designation under existing law. Within 90 days of enactment, the President must impose sanctions on the Muslim Brotherhood itself, and within 30 days of each subsequent State Department report, sanctions must be imposed on any affiliated branches meeting terrorist criteria. The bill also bars foreign individuals identified as Muslim Brotherhood members from obtaining U.S. visas, entering the country, or maintaining existing visas. The sanctions cannot be removed for at least four years once imposed, and the legislation applies to numerous countries where Muslim Brotherhood branches allegedly operate, including Egypt, Jordan, Saudi Arabia, and others that have already designated the organization as terrorist.

H.R. 3958 requires the U.S. Postal Service to notify customers and elected officials when a post office temporarily closes or suspends operations. The bill mandates that the Postal Service provide at least 60 days' notice for planned closures (or 14 days for unexpected ones) and must explain the reasons, estimated reopening date, and alternative services available during the closure. The Postal Service must distribute notices through mail, social media, email, and its website to affected customers and relevant Members of Congress, state senators, and local officials. Within 10 days of closure, the Postal Service must provide replacement services in the same area—such as retail postal services, mail forwarding, and address change processing—until the post office reopens. For closures lasting longer than six months, the Postal Service must provide status updates every three months, and customers must be given an opportunity to comment on the closure.

Securing Timely Opportunities for Payment and Maximizing Awards for Detaining Unlawful Regime Officials Act of 2025 or the STOP MADURO ActThis bill authorizes the Department of State to pay a reward of up to $100 million for certain information directly leading to the arrest and conviction of Nicolas Maduro Moros. For example, under the bill, the State Department may pay such a reward to one or more individuals who furnish information directly leading to Maduro's arrest and conviction in any country for specified narcotics-related offenses. The bill also requires that any such payment come solely from the liquidation of assets that the U.S. President or the Department of the Treasury's Office of Foreign Assets Control has withheld pursuant to specified laws and executive orders from Maduro, officials of the Maduro regime, and their co-conspirators.
